An Open Dialogue on “The Constitution — the Guarantee of a Rule-of-Law State” Was Held
On December 25 of this year, an open dialogue event titled “The Constitution — the Guarantee of a Rule-of-Law State” was organized at the Agency for the Development of Light Industry under the Cabinet of Ministers of the Republic of Uzbekistan.
During the event, participants discussed the role of the Constitution in the life of society and the state, the supremacy of law, openness, and the development of civil society.
First of all, it should be emphasized that the Constitution is not merely a legal document. It is the Fundamental Law that defines the political, social, and economic development path of our country, regulates all areas of public life, and most importantly, guarantees human rights and freedoms.
It is through the Constitution that the course toward building a rule-of-law state, ensuring the supremacy of law, and establishing a just society has been determined.
Today, at a completely new stage of Uzbekistan’s development, the importance and role of our Constitution continue to grow. The principle of “For Human Dignity,” promoted by the Head of State, is closely linked to the essence of the Constitution and clearly demonstrates that human interests remain at the center of all reforms.
When we speak of a rule-of-law state, we primarily mean equality before the law, transparency in the work of state institutions, a fair judicial system, and reliable protection of citizens’ rights. The Constitution serves as a solid legal foundation for these principles.
The light industry sector is one of the leading and strategically important branches of Uzbekistan’s economy. Thousands of entrepreneurs operate in this field, and hundreds of thousands of jobs have been created. Naturally, such large-scale activity can develop effectively only under conditions of legal stability, the supremacy of law, and strong guarantees.
Constitutional norms ensuring the inviolability of property, freedom of entrepreneurship, and a fair competitive environment provide an essential legal basis for the sustainable development of the light industry sector.
All initiatives and decisions implemented by our Agency are adopted in accordance with these constitutional principles.
The main purpose of today’s open dialogue was to jointly discuss the significance of the Constitution in our society and to exchange views on ensuring the rule of law in the light industry sector.
Most importantly, open and well-grounded answers were provided regarding existing questions and challenges.
It must be emphasized that building a rule-of-law state requires not only the efforts of state institutions. The legal awareness and culture of every citizen, employee, and leader play a crucial role in this process.
Knowing the Constitution, respecting it, and strictly adhering to its provisions is our civic duty.
Today, Uzbekistan is carrying out large-scale reforms aimed at combating corruption, reducing bureaucratic barriers, and ensuring openness and transparency in public administration. All these reforms are based on constitutional norms and contribute to strengthening the principles of a rule-of-law state.
At the conclusion of the open dialogue, detailed answers were provided to the questions raised by the participants.
