Seminar on Combating Corruption and Protecting Whistleblowers

On September 3 of this year, a seminar was held at the Agency for the Development of Light Industry under the Cabinet of Ministers of the Republic of Uzbekistan, dedicated to improving the effectiveness of combating corruption and protecting persons who report corruption.
During the seminar, Agency employees were provided with key concepts and essential information regarding the Law of the Republic of Uzbekistan No. ZRU–1155 dated June 22, 2026, “On Introducing Amendments and Additions to Certain Legislative Acts of the Republic of Uzbekistan Aimed at Improving the Effectiveness of Combating Corruption and Ensuring the Inevitability of Liability for Corruption-Related Crimes,” as well as the role of persons reporting corruption and their protection.
During the event, it was emphasized that supporting and protecting persons who report corruption is not merely a separate legal matter, but also an important condition for establishing an environment of legality, openness, and justice in society. It was noted that individuals who are the first to witness corruption and have the courage to report it to the competent authorities are among the state’s most important partners in combating corruption.
The seminar also explained that Law No. ZRU–1155 introduces important guarantees aimed at protecting the labor rights of employees who make substantiated reports of corruption. In particular, disciplinary measures may not be imposed on an employee for two years if the employee has made a substantiated report of corruption committed within their organization. If an employer intends to take certain measures against such an employee, the employer is required to notify the Anti-Corruption Agency in advance and substantiate that the measure is unrelated to the corruption report.
Participants were also informed that information concerning persons who report corruption is granted the status of “official secret”, while mechanisms have been established for state protection of whistleblowers and their close relatives, as well as for incentivizing them through guaranteed monetary rewards calculated as a certain percentage of the identified damage or the amount of a bribe.
At the conclusion of the seminar, employees received answers to their questions, and the importance of strictly observing the principles of legality, transparency, and a zero-tolerance approach to corruption was emphasized once again.
