REGULATIONS
Chapter 1. General provisions
1These Regulations define the status of the Waste Management and Circular Economy Development Agency under the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan (hereinafter — the Agency), its main tasks, functions, rights, liabilities, the functional duties and responsibilities of its leaders, and the procedure for organizing its activities.
1. The Agency is the authorized state body responsible for developing, testing and implementing unified rules and standards in the field of activities related to waste, coordinating activities in this area, and managing state property related to waste management.
2. The Agency is directly subordinated to the Ministry of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan (hereinafter — the Ministry) and regularly reports on its activities to the Ministry.
3. In its activities the Agency shall adhere to the Constitution and laws of the Republic of Uzbekistan, the decisions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, decrees, decisions and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, orders of the Minister of Ecology, Environmental Protection and Climate Change of the Republic of Uzbekistan, these Regulations, as well as other legislative acts.
4. The Agency carries out its activities in cooperation with republican and local executive authorities, economic associations and other organizations.
5. The Agency, its territorial units and system organizations are legal entities; they shall have a seal bearing the State Emblem of the Republic of Uzbekistan and their name in the state language, letterheads, an independent balance sheet, treasury accounts in the relevant departments of the Treasury Service under the Ministry of Economy and Finance of the Republic of Uzbekistan, including separate treasury accounts in foreign currency.
6. Official name of the Agency:
a) in the state language (Uzbek):
full name — Oʻzbekiston Respublikasi Ekologiya, atrof-muhitni muhofaza qilish va iqlim oʻzgarishi vazirligi huzuridagi Chiqindilarni boshqarish va sirkulyar iqtisodiyotni rivojlantirish agentligi;
short name — Chiqindilarni boshqarish agentligi;
b) in Russian:
full name — Агентство по управлению отходами и развитию циркулярной экономики при Министерстве экологии, охраны окружающей среды и изменения климата Республики Узбекистан;
short name — Агентство по управлению отходами;
c) in English:
full name — Waste management and circular economy development agency under the Ministry of ecology, environmental protection and climate change of the Republic of Uzbekistan;
short name — Waste management agency.
7. Location (postal address) of the Agency: 7a Bunyodkor Shoxkoʻchasi (Bunyodkor Park Street), Chilonzor district, Tashkent city.
