Uzbekistan to Introduce a Recycling Fee for Construction Glass

Today, on November 1, 2025, the eleventh plenary session of the Senate of the Oliy Majlis of the Republic of Uzbekistan was held in Tashkent. The session was chaired by Tanzila Narbayeva, Chairperson of the Senate, and attended by members of the Senate, government officials, representatives of ministries and agencies, deputies of local Councils, members of the Youth Parliament under the Senate, and media representatives.
During the session, amendments and additions to the Laws “On Environmental Protection” and “On Waste” were discussed in detail. These changes provide for the introduction of a recycling fee for construction glass, aimed at covering the costs of recycling waste generated from the use of such glass.
The new regulation establishes the procedure for calculating, paying, collecting, and refunding excess recycling fees for glass and glass products. It also defines the organization of infrastructure related to the collection, transportation, and recycling of waste generated when glass and glass products lose their consumer properties.
The regulation introduces the following key definitions:

Importers – individuals and legal entities that clear glass and glass products under the “release for free circulation (import)” customs regime;

Consumers – individuals and legal entities purchasing glass and glass products for personal use or other purposes;

Manufacturers – individuals and legal entities producing glass and glass products sold within the territory of the Republic of Uzbekistan;

Glass – an amorphous brittle material obtained by melting and cooling a mixture consisting of glass-forming components and metal oxides (lithium, potassium, sodium, calcium, magnesium, lead, etc.);

Glass and glass products – materials, items, and products made of glass intended for use in construction, domestic, industrial, and other sectors.
The adoption of this law is expected to promote the development of the construction glass industry, enhance environmental safety, protect public health and the environment from the harmful effects of waste generated from used construction glass, and support the development of recycling-related activities.
At the conclusion of the discussion, the Senators approved the law.
