Starting from January 1, 2026, door-to-door collection of waste service payments will be discontinued

Dear citizens,
The Waste Management and Circular Economy Development Agency informs that, beginning January 1, 2026, payments for waste collection services in Uzbekistan will be made exclusively online by individuals and legal entities through all available electronic payment systems.
These measures are being implemented to create a convenient payment system for the population, ensure transparency in billing processes, and prevent corruption risks in the sector.
In this regard, the Agency has issued relevant instructions to all sanitation enterprises in the Republic of Karakalpakstan, regions, and the city of Tashkent.
For reference:
According to the Law of the Republic of Uzbekistan No. 1044 dated March 7, 2025, consumers with outstanding debts for mandatory payments related to solid household waste collection and removal services will, after receiving a short notification (SMS), face a temporary restriction on making electricity payments until the debt is fully settled.
It should be noted that these measures are in line with Presidential Decree No. 5 dated January 4, 2024, and Presidential Decree No. 56 dated March 24, 2025, which stipulate that payments and subscriber accounting for household waste removal services provided to individuals and legal entities are to be carried out only through:

The Agency’s “Toza makon” billing system;

Electronic payment systems;

Or, as an exception, through the cash desks of commercial banks and postal offices of JSC “Uzbekistan Pochtasi” — for settlements located far from regional centers and lacking internet connectivity.
In addition, according to the Resolution of the Cabinet of Ministers No. 648 dated October 16, 2025, payments collected for household waste collection and removal services provided to individuals and legal entities shall be distributed among sanitation enterprises, waste transfer stations, landfill operators, waste incineration plants, and business entities operating in eco-industrial zones in accordance with the approved Regulation on the procedure for payment from these funds.
