42 Municipal Waste Landfills Closed in Uzbekistan and Land Returned to Nature

The Directorate for Waste Landfill Management under the Agency for Waste Management and Circular Economy Development has carried out systematic work to reduce the number of municipal solid waste landfills in the country.
As a result of these efforts, in 2024 and during the reporting period of 2025, a total of 47 municipal waste landfills were reclaimed and closed with soil cover in the Republic of Karakalpakstan, as well as in the Andijan, Bukhara, Kashkadarya, Namangan, Samarkand, Tashkent, Fergana, and Khorezm regions.
Indicators for 2024:

Republic of Karakalpakstan — 1 landfill (11 ha);

Andijan region — 6 landfills (14.90 ha);

Bukhara region — 1 landfill (0.50 ha);

Kashkadarya region — 5 landfills (19.15 ha);

Namangan region — 3 landfills (5.38 ha);

Samarkand region — 1 landfill (2.40 ha);

Tashkent region — 3 landfills (9.58 ha);

Fergana region — 6 landfills (17.11 ha);

Khorezm region — 1 landfill (1 ha).
Indicators for 2025:
Across the republic, reclamation and soil-covering works have been fully completed on 18 municipal solid waste landfills with a total area of 81.68 hectares planned for this year.
Thus, out of the 185 municipal solid waste landfills (with a total area of 1,446.04 hectares) under the Directorate’s balance, 47 have been reclaimed and covered with soil.
In addition, the operation of 42 waste collection landfills has been terminated nationwide, and approximately 90 hectares of land have been returned to nature.
It should be noted that these activities are being implemented in accordance with Presidential Decree No. 5 of January 4, 2024, “On measures to improve the waste management system and reduce its negative impact on the environment.”
For reference:
A total of 185 municipal solid waste landfills are under the balance of the Directorate for Waste Landfill Management under the Agency for Waste Management and Circular Economy Development.
These measures are being implemented as part of the implementation of paragraph 72 of the “Uzbekistan – 2030” Strategy, approved by the Presidential Decree of September 11, 2023, which provides for the gradual closure of municipal waste landfills by 2030 and their reduction by at least 50 percent.
They also correspond to paragraph 29 of Annex No. 9 to the Presidential Decree of January 30, 2025, “On the State Program for the Implementation of the ‘Uzbekistan – 2030’ Strategy in the Year of Environmental Protection and Development of the Green Economy,” which sets a target to reduce the number of municipal landfills by at least 50 percent by 2030 and by 20 percent in 2025.
