Approaches to Developing the National Strategy for Environmental Protection and Water Resources Discussed

On October 27–28, the Central Asian University for Environmental Studies and Climate Change (Green University) hosted a seminar on the theory and methodology of strategic management with the participation of professors from the Department of Economic and Financial Strategies of Lomonosov Moscow State University (MSU).
The delegation was led by Dr. Vladimir Lvovich Kvint, Doctor of Economics, Professor of Political Economy, and Foreign Member of the Russian Academy of Sciences.
The seminar brought together representatives of the Ministry of Ecology, Environmental Protection and Climate Change, the Ministry of Water Management, the Waste Management and Circular Economy Development Agency, Uzsuvta’minot JSC, faculty and students of Green University, as well as experts in sustainable development. Participants were introduced to the fundamental principles of the modern scientific school of strategic management.
In his address, Professor V. Kvint emphasized that strategy is a system for identifying and achieving long-term success based on forecasts and a deep analysis of resource capacities and time factors.
Special attention was given to the development of a new National Strategy of Uzbekistan for Environmental Protection and Water Resource Management. Professor Kvint underlined the importance of a comprehensive approach that encompasses issues such as air quality, forest conservation, water security, biodiversity protection, and combating desertification. He stressed that citizens’ well-being must be at the core of strategic transformations, while improving quality of life should serve as the main indicator of the success of national environmental goals.
During the seminar, the importance of strategic leadership, employee motivation, and the creation of an organizational culture that supports innovation and the effective implementation of strategic tasks was also highlighted.
The seminar also discussed prospects for expanding cooperation with MSU in training professional strategists for Uzbekistan’s environmental sector, as well as ways to integrate strategic management methodologies into the work of government institutions and sectoral organizations.
“We are working very closely with the leadership of Uzbekistan. Several of our proposals have been approved by decrees of President Shavkat Miromonovich Mirziyoyev. We have developed a drinking water management strategy, and now we are starting work on Uzbekistan’s environmental and water strategy. It is a broad initiative — not only related to ecology and water but also to environmental protection, air quality, forest management, and combating desertification,” noted Professor Kvint.
The seminar served as a continuation of the professional dialogue on strategic management in the field of ecology and water resources. It provided participants with an opportunity to exchange experiences and approaches that will be in demand in preparing and implementing upcoming national initiatives.
At the end of the event, participants were awarded special international certificates.
