Under Presidential Decree No. PF-21 dated February 16, 2026, Uzbekistan has set a target to reduce the number of municipal solid waste landfills by at least 50 percent by 2030, including reaching a 27 percent reduction in 2026.
To achieve these objectives, landfills being decommissioned are undergoing systematic works to consolidate accumulated waste, cover it with a layer of soil, and rehabilitate the affected areas.
In 2026, reclamation works are planned at 18 waste landfills located in the Republic of Karakalpakstan and the Andijan, Bukhara, Jizzakh, Kashkadarya, Navoi, Samarkand, Surkhandarya, Tashkent, Fergana, and Khorezm regions.
In particular:
-
in the Republic of Karakalpakstan — 5.27 hectares in the “Jana Jap” area of Khojayli district and 9.90 hectares in the “Palvash” mahalla of Beruniy district;
-
in Andijan region — 1.50 hectares in the “Dostonobod” mahalla of Jalakuduk district and 2 hectares in the “Jannatmakon” mahalla of Kurgantepa district;
-
in Bukhara region — 3 hectares in the “Arabkhona” mahalla of Alat district;
-

In addition, reclamation works are planned for 11 landfills covering 43.49 hectares in 2027, 9 landfills covering 79.74 hectares in 2028, and 8 landfills covering 25.12 hectares in 2029.
For reference: there are currently 200 municipal solid waste landfills across Uzbekistan, with a total area of 1,649 hectares.
In 2024–2025, a total of 255.34 hectares across 50 landfills were reclaimed and covered with a layer of soil.
In 2026, reclamation works were fully completed at four landfills located in the Chartak and Yangikurgan districts of Namangan region, the Kushtepa district of Fergana region, and the Bostanlyk district of Tashkent region. These landfills cover a total area of 6.61 hectares, and their operations have been terminated.
Alongside reducing the number of landfills, particular attention is being paid to developing infrastructure for the collection, transportation, and processing of waste.
In particular, 29 new waste transfer stations are planned to be established across the country in 2026. Once these stations become operational, it is planned to close an additional 18 waste landfills covering a total area of 80.35 hectares.
These measures will contribute to the gradual reduction in the number of waste landfills, restoration of land taken out of use, reduction of negative environmental impacts, and improvement of the overall efficiency of the waste management system.
