In six months, the Agency reviewed more than 18,000 sector-related appeals

For comparison, 6,825 appeals were registered during the corresponding period of 2025. Thus, in the first half of the current year, the number of appeals increased by 11,872, or 174 percent.
Of the total appeals received, 5,961 were submitted through the People’s Receptions, 12,328 through the hotline, and 408 through other channels.
The analysis shows that the majority of appeals relate to issues concerning the collection and removal of household waste. In particular, the introduction into practice of the mechanism established by law for restricting electricity supply to consumers with outstanding debts for household waste removal services contributed to the increase in the number of appeals in this area.
The increase in the number of appeals is also associated with the large-scale reforms being implemented in the sector. In particular, the coverage of the population with household waste collection and removal services is being consistently expanded, new territories are being gradually integrated into the service system, settlements with subscribers are being digitalized through the “Toza makon” billing system, and systematic measures are being implemented to improve the quality of services.
To ensure the prompt receipt of citizens’ appeals and timely responses to them, the Agency launched a 24/7 Call Center accessible via the short number 1205. The establishment of a round-the-clock mechanism for receiving appeals, proposals, and complaints related to the household waste sector has also contributed to increased public engagement.
During the reporting period, 15,182 appeals were satisfied, explanations were provided in respect of 2,352 appeals, 58 appeals were left without consideration in accordance with the requirements of legislation, while 1,102 appeals were still under review.
In addition, during the elapsed period of the current year, the Agency’s management and responsible employees received a total of 413 individuals and representatives of legal entities. Of these, 348 persons participated in field receptions and 65 persons attended personal receptions. Appropriate measures were taken in accordance with the established procedure in relation to the issues raised during these receptions.
By subject matter, the largest number of appeals concerned the collection and removal of household waste — 12,581 appeals — while a further 3,945 appeals related to outstanding debts for such services.
In order to further improve the system for handling appeals from individuals and legal entities, and within the framework of implementing the Law of the Republic of Uzbekistan “On Appeals of Individuals and Legal Entities” No. ZRU-445, the Decree of the President of the Republic of Uzbekistan dated 1 April 2026 No. UP-51, and Order No. 123 of the National Committee of the Republic of Uzbekistan on Ecology and Climate Change dated 3 April 2026, the Regulation on the Procedure for Handling Appeals of Individuals and Legal Entities within the Agency’s central office, territorial divisions, and subordinate organizations was approved in a new edition.
The Agency continues on an ongoing basis to ensure the timely, objective, and lawful consideration of appeals from citizens and business entities, to systematically analyze existing issues, and to take prompt measures to address them.
