Project "Provision of sanitary cleaning services to the population in the city of Jizzakh, Sharof Rashidov and Zarbdor districts, as well as organization of landscaping work in the city of Jizzakh on the basis of public-private partnership."

• in the field of sanitary cleaning and waste management - the Agency for Waste Management and Circular Economy Development under the Committee on Ecology, Environmental Protection, and Climate Change;

• in the field of improvement - Jizzakh city administration.

Project Objective

The main goal of the project is to improve the quality, continuity and coverage of services for the collection and transportation of solid household waste in the city of Jizzakh, Sharaf Rashidov and Zarbdor districts, as well as to organize landscaping work in the city of Jizzakh based on modern technology, digital management and a result-oriented service model.

The project provides for combining the capabilities of the public and private sectors, attracting private investment, updating special equipment and infrastructure, and assessing the quality of services based on performance indicators.

Main works to be carried out within the framework of the project

The private partner plans to carry out the following work:

• Regular collection and transportation of solid household waste in the city of Jizzakh, Sharaf Rashidov and Zarbdor districts based on approved routes and schedules;

• gradually expand the coverage of sanitation services and bring it to 95 percent by 2030;

• organization of a system for delivering waste to transshipment stations and subsequently to the waste incineration plant;

• procurement of specialized garbage trucks, mobile reloading stations, multilifts, charging stations, and waste containers;

• overhaul of existing waste collection sites and construction of a new lightweight waste collection site;

• planning waste transportation routes based on digital solutions;

and optimization of logistics costs;

• Cleaning, maintenance, and improvement of streets, roads, squares, sidewalks, bridges, canals, parks, alleys, outdoor lighting, and other public areas in the city of Jizzakh;

• maintenance of special machinery and equipment, maintaining them in a constant working state and updating them as necessary;

• provision of services based on established standards and performance indicators.

Within the framework of the project, at the expense of the private partner, it is planned to purchase a total of 69 garbage trucks with a volume of 12 m3, 18 with a volume of 7 m3 and 88 with a volume of 2 m3, 12 charging stations, 25 mobile reloading stations, 5 multilifts and 827 waste containers with a volume of 1.1 m3.

In the direction of improvement, it is planned to transfer 24 units of equipment in good condition on the balance sheet of the Jizzakh City Improvement Department for use by a private partner and to gradually attract additional fixed assets in order to fully cover the service areas.

Key project indicators

• Project area: Jizzakh city, Sharof Rashidov and Zarbdor districts;

• initial project cost: 72,818,901 thousand soums;

• Planned term of the PPP agreement: 10.5 years;

• planned project launch date: 6 months after signing the PPP agreement;

• population to be covered: approximately 547,000 people;

• Households covered by sanitation services: approximately 78-110 thousand;

• employees planned to be involved in project activities: a total of 438 people, of which 283 are in the field of sanitary cleaning and 155 are in the field of landscaping.

Financing & Service Charge

For sanitation services, a monthly variable fee is provided to the private partner based on the volume of waste and the distance of transportation, based on tons/kilometers.

Payments for landscaping services in the city of Jizzakh are made monthly from the state budget.

Payments for both directions are made taking into account the results of fulfilling service standards and performance indicators established by the PPP agreement.

Expected results of the project

As a result of the project's implementation:

• Increase the coverage and quality of sanitation services;

• ensure timely collection and transportation of waste;

• illegal and uncontrolled waste disposal in the regions will be reduced;

• special equipment and communal infrastructure will be updated;

• Improvement work in the city of Jizzakh will be organized based on unified standards;

• digital monitoring and modern logistics solutions will be introduced into service processes;

• tasks, responsibilities and risks of the public and private partner are clearly defined;

• the quality of services is monitored based on measurable performance indicators;

• the sanitary and environmental condition of the regions and the living environment of the population will improve.

Citizens, citizens' self-government bodies, non-governmental non-profit organizations, business entities, environmental specialists, and other interested parties may express their opinions and proposals regarding the project concept.
