Public partner
In the field of sanitary cleaning and waste management - the Agency for Waste Management and Circular Economy Development under the Committee on Ecology, Environmental Protection, and Climate Change.
Project Objective
The main goal of the project is to improve the quality, continuity and coverage of services for the collection and transportation of solid household waste in the Syrdarya region, to organize services based on modern special equipment, digital management and a result-oriented service model.
The project provides for combining the capabilities of the public and private sectors, attracting private investment, updating special equipment and waste collection infrastructure, and assessing the quality of services based on performance indicators.
Main works to be carried out within the framework of the project
The private partner plans to carry out the following work:
• approved routes for solid household waste management in the Syrdarya region;
and schedules;
• gradually increase the coverage of sanitation services from the current 66.9% to 95% by 2030;
• delivery of waste to transshipment stations or landfills;
• establish a system for delivering waste to a recycling station or waste incineration plant within three years;
• procurement of specialized garbage trucks, mobile waste collection stations, multilifts, charging stations, and waste containers;
• major repairs of existing waste collection sites and the creation of new lightweight waste collection sites;
• planning waste transportation routes based on digital solutions, optimizing logistical distances and costs;
• maintenance of special machinery and equipment, maintaining them in a constant working state and updating them as necessary;
• compliance with environmental and occupational safety requirements;
• providing services based on established standards, quality requirements, and performance indicators;
• participation in monitoring, reporting, and control systems implemented by the public partner.
Within the framework of the project, at the expense of the private partner, it is planned to purchase a total of 171 units of garbage trucks with a volume of 12 m3, of which 38 are for legal entities and 133 are for serving the population, as well as 46 units of garbage trucks with a volume of 7 m3, 10 charging stations, 8 mobile garbage collection stations with a volume of 20 m3, 4 multilifts and 509 garbage containers with a volume of 1.1 m3.
It is also planned to carry out a major overhaul of the existing waste collection site and create new waste collection sites with lightweight structures.
It is planned to transfer 36 units of special equipment used by the SUE "Sirdaryo Viloyati Toza Hudud" to the account of a private partner on the established terms. Payments arising from the market value of this equipment will be made by the private partner in installments over three years.

• planned project launch period: 6 months after signing the PPP agreement;
• population to be covered: approximately 950,000 people;
• Households expected to be covered by sanitation services: approximately 136,000–238,000;
• planned reinvestment during the project: 288.0 billion soums.
Financing & Service Charge
For sanitation services, a monthly variable fee is provided to the private partner based on the volume of waste and the distance of its transportation, based on ton/kilometer.
Payments are made taking into account the results of fulfilling service standards and performance indicators established in the PPP agreement, as well as the quality, continuity of services, and the volume of work actually performed.
Expected results of the project
As a result of the project's implementation:
• Increase the coverage and quality of sanitation services;
• ensure timely collection and transportation of waste;
• illegal and uncontrolled waste disposal in the regions will be reduced;
• special equipment and communal infrastructure will be updated;
• existing waste collection sites will be repaired and new sites will be created;
• digital monitoring and modern logistics solutions will be introduced into service processes;
• transport routes will be optimized, and the efficiency of equipment use will be increased;
• tasks, responsibilities and risks of the public and private partner are clearly defined;
• the quality of services is monitored based on measurable performance indicators;
• the sanitary and environmental condition of the territory and the living environment of the population will improve;
• private investment, modern technologies, and advanced management experience will be attracted.

Citizens, citizens' self-government bodies, non-governmental non-profit organizations, business entities, environmental specialists, and other interested parties may express their opinions and proposals regarding the project concept.
