The Waste Management Agency provides the following clarification regarding the situation:
This appeal was taken under special control and thoroughly reviewed by the Agency and responsible officials of the Namangan regional department, with the participation of representatives of the sanitary cleaning enterprise assigned to the area.
During the review, at the administrative building, it was demonstrated to the complainants residing in the “Yangi Zamin” mahalla of Yangi Namangan district that, according to the unified billing system and GPS data, waste collection vehicles had entered the mahalla territory and provided services within the scheduled timeframes. However, it was established that the complainants were not present at their residences at that time, which is why they were unable to hand over their household waste. In this regard, the procedure for recalculating payments was explained in detail, and it was clarified that existing payments would be carried forward to subsequent months.

In accordance with Clause 34 of the Rules for the Provision of Services for the Collection and Removal of Solid and Liquid Household Waste, approved by Resolution No. 95 of the Cabinet of Ministers of the Republic of Uzbekistan, in cases where services have not been provided or have been provided improperly, a supporting report (act) must be drawn up.
Such a report must be signed by the consumer, a representative of the service provider, as well as a representative of citizens’ self-governance bodies or a homeowners’ association. Once this report is certified, the service provider recalculates the payments accordingly.
The Agency expresses its gratitude for the обращения and informs that issues related to service quality in the regions are under special supervision and will be studied more thoroughly. Additional information on the final results will be provided.
