Kashkadarya: Media Representatives Briefed on Reforms in the Waste Management Sector

As part of the press tour, participants were ознакомлены with the ongoing construction of a waste-to-energy plant that will generate electricity through the incineration of solid household waste. Construction works are being actively carried out on an 8-hectare site located in Yangibog Village, Paxtakor Mahalla Citizens’ Assembly, Karshi District of Kashkadarya Region.
Within the framework of the project in Kashkadarya Region, direct investment totaling USD 150 million has been attracted by China’s Shanghai SUS Environment company. The enterprise will have the capacity to process 1,500 tons of waste per day, or 547,000 tons annually, and will be capable of generating 240 million kWh of electricity per year. In addition, the project is expected to create 150 new jobs. The facility is scheduled to be commissioned in 2027.
Furthermore, in accordance with the agreements on electricity purchase and the supply of solid household waste, the company will sell the electricity it produces to JSC Uzenergosotish under a guaranteed arrangement for a period of 30 years.
For reference, these measures are being implemented in accordance with Presidential Resolution No. PQ-118, aimed at launching investment projects for generating electricity through the incineration of solid household waste.
It should be emphasized that these initiatives are fully aligned with the principles of the green economy and are significant in ensuring Uzbekistan’s environmental sustainability, as well as in creating a clean and healthy environment for future generations.
During the press tour, media representatives were also introduced to the online monitoring system based on GPS technology for supervising waste collection services, demonstrated through the example of Qashqadaryo Eko Trans LLC, a sanitary cleaning enterprise located in the “Gungon” Mahalla Citizens’ Assembly of Karshi city.
In particular, out of the 776 mahallas in the region, 729 — or 94 percent — are covered by sanitary cleaning services, including a total population of 2.6 million people. At the same time, the level of waste collection service provision stands at 45.7 percent. Across the region, services are provided to subscribers by 13 sanitary cleaning operators.
Taking Qashqadaryo Eko Trans LLC, which serves Karshi city, as an example, nearly 234,457 residents across 59 mahallas are covered by its services. A total of 49 specialized waste collection vehicles are involved in the process, all of which are connected to the GPS monitoring system.
It should also be recalled that, across the region, the total number of waste transportation and other specialized vehicles amounts to 335. To date, GPS devices have been installed on 332 of these vehicles, or 99 percent, while the service areas have been divided into 3,438 geo-zones, ensuring full control over service quality.
In addition, with the aim of modernizing the technical base of sanitary cleaning enterprises in the region, the Agency delivered 42 new modern specialized vehicles in 2025 and a further 5 vehicles since the beginning of 2026.
During the event, journalists and independent bloggers received detailed answers to all of their questions on both topics from the initiating investor and sector officials. At the conclusion of the press tour, it was particularly emphasized that, under the new procedure introduced by the Agency, online monitoring of subscribers and payment to operators only for services actually rendered have been put in place. This has become an important step toward increasing public satisfaction, improving service quality, and ensuring transparency in the sector.
