Temporary Restrictions on Electricity Payments Imposed on Nearly 199,000 Subscribers with Waste Service Debt

The Agency for Waste Management and Circular Economy Development reports that as of February 5 of the current year, the total outstanding receivables for waste collection services across the republic amounted to 108.9 billion UZS. In this regard, 1,174,686 subscribers were notified via SMS messages sent from the short number “2100” of JSC “Hududiy elektr tarmoqlari.”
Following the notification, subscribers were granted a five (5) day period to settle their outstanding debts. During this period, payments totaling 12.7 billion UZS were collected.
At present, due to an unpaid balance of 15.8 billion UZS for household waste collection services nationwide, temporary restrictions have been imposed on electricity payments for 198,858 subscribers.
We remind citizens that the restriction will be lifted immediately upon full settlement of the outstanding debt.
For reference: Law No. 1044 regulates payment discipline for waste collection and removal services. According to the law, by the 3rd day of each month, information on debtors is transferred from the Agency’s “Toza makon” electronic billing system to the billing system of JSC “Hududiy elektr tarmoqlari.” This procedure does not apply to debts incurred before June 30, 2025. For debts accumulated from July 1, 2025, the measures have been applied starting from November 5 of the current year.
Earlier, it was announced that beginning January 1, 2026, payments for waste management services will be made exclusively online and strictly for services actually rendered.
