Video Instruction: Where and by whom should waste bins be installed?

In order to ensure cleanliness across the Republic and to organize the proper placement and collection of waste, clear standards have been established for the installation of special waste bins. In accordance with Presidential Decree of the Republic of Uzbekistan No. 5 dated January 4, 2024, and Cabinet of Ministers Resolution No. 787 dated October 2, 2018, specific distances and responsible entities are defined for each type of area.
According to the established requirements, the procedure for installing waste bins, the distances, and the responsible parties are as follows:

At multi-apartment residential buildings — by homeowners’ associations or management companies:
1 bin at the entrance of each building entrance (stairwell); -
At organizations and commercial facilities — by owners or tenants (legal entities, organizations, institutions):
1–2 bins at building entrances and exits; -
At markets and large shopping complexes — by market administrations or business entities engaged in trade:
1 bin per every 250 m² of area, and along trading rows — every 10 meters; -
At medical institutions — by the administrations of medical facilities on whose balance the premises are held:
1 bin per every 700 m² of courtyard area, and along main alleys — every 10 meters; -
In metro stations, underground and overground pedestrian crossings — by the State Unitary Enterprise “Metropolitan”, and in tunnels — by district and city improvement departments:
2 bins at each entrance and exit; -
On busy streets and in public places — by district and city improvement departments:
every 50 meters, and in less crowded areas — no more than every 100 meters; -
At public transport stops — by organizations on whose balance they are maintained:
1–2 bins at each stop; -
Along sidewalks, pedestrian paths of main roads, and on bridges — by district and city administrations under hokimiyats:
depending on traffic intensity — 1 bin every 50 or 100 meters; -
At public passenger transport facilities and railway stations — by balance holders or transport organizations:
1–2 bins at each station; -
Near temporary trade points, mobile kiosks, and adjacent areas — by business entities:
1 bin within a radius of up to 5 meters; -
In designated smoking areas — by organizations on whose balance they are located:
1–2 bins; -
In parks, squares, and alleys — by organizations holding them on balance:
no more than 40 meters apart, and for large areas — at least 1 bin per every 800 m²; -
At parking areas and beaches — by balance-holding organizations:
1–2 bins at parking entrances, and in recreation zones and beaches — at a distance of 15 meters from the shoreline and 3–5 meters from green areas,
calculated as 1 bin per every 800 m², equipped with lifting mechanisms or removable containers for emptying.
For reference:
Waste bins must be emptied and cleaned regularly as they fill up, but at least once per day.
It should be noted that waste bins must be installed in locations convenient for operation (cleaning, emptying, maintenance), must not obstruct the movement of pedestrians, persons with disabilities, baby strollers, or bicycles, and must be kept clean and in proper working condition, in full compliance with sanitary rules, standards, and hygiene requirements.
