Composition of the Public Council under the Agency Approved

On December 26 of this year, an extraordinary meeting of the Public Council under the Agency for Waste Management and Development of the Circular Economy was held at the Agency. The meeting, chaired by Agency Director Sharifbek Hasanov, was devoted to the formation of the Council’s composition, discussion of its activities and future plans, as well as a review of the work carried out in the sector in 2025.
During the meeting, the composition of the Public Council, consisting of representatives of non-governmental non-profit organizations, the expert and academic community, mass media, and bloggers, was officially presented.
The head of the NGO “Waste Group,” Habibulla Khusanov, was approved as Chairperson of the Public Council, while Nargis Kosimova, head of the NGO “Ekolog uz,” was appointed as Deputy Chairperson. In addition, representatives of a number of non-governmental organizations, media outlets, and environmental activists were included in the Council.
At the meeting, the Regulation on the Public Council was thoroughly discussed, the rights and responsibilities of its members were defined, and the short-term action plan was reviewed.
Sharifbek Hasanov emphasized that the Public Council could play an important role in ensuring effective implementation of the Agency’s activities, including the preparation of regulatory legal acts, improving the quality of sanitary cleaning services, introducing effective measures for waste sorting and recycling based on the “zero waste” principle, and implementing programs to support startups in the waste management sector. He noted that the Agency is always open to dialogue and new initiatives, stressing that the participation of public representatives contributes to greater transparency and efficiency in its work.
Furthermore, a presentation and report were delivered on the activities carried out by the Agency in 2025. Attention was also drawn to the effective work being conducted at the Central Asian University for Environmental and Climate Change Studies (“Green University”) in training qualified specialists in the field of circular economy development.
During the discussion of the action plan, a number of proposals were put forward with the participation of the Public Council and sector specialists, including:

taking strict measures against illegal waste dumping;

increasing public awareness and culture of waste disposal and sorting, as well as strengthening environmental advocacy;

improving the quality of sanitary services and infrastructure;

attracting broad investments into the sector;

developing green energy;
-
regulating not only municipal solid waste, but also construction, hazardous, industrial, and radioactive waste;
-
strengthening control over waste landfill areas.
In addition, the Director proposed ensuring that the Agency’s sectoral departments and affiliated organizations regularly report to the Public Council, as well as integrating practices for the independent evaluation of their activities.
At the conclusion of the meeting, an agreement was reached to develop a detailed action plan for the Public Council’s activities, which will serve as a basis for systematic and effective efforts to address pressing issues in the sector.
