Issues of Supporting Entrepreneurs in the Waste Management Sector Discussed

A meeting with the heads of sanitation service enterprises was held at the National Committee for Ecology and Climate Change under the chairmanship of Aziz Abdukhakimov, Advisor to the President of the Republic of Uzbekistan on environmental issues.
During the meeting, a report by Sharifbek Hasanov, Director of the Agency for Waste Management and Circular Economy Development, was heard, and the activities of 111 enterprises in the sector were analyzed, including 15 state-owned, 50 public-private partnership enterprises, 5 clusters, and 41 alternative enterprises. In line with the “Uzbekistan – 2030” Strategy, tasks were reviewed to increase the generation of alternative energy from waste to 35 percent and reduce the number of landfills by 50 percent.
To improve public satisfaction, instructions were given to strictly adhere to waste collection schedules, strengthen the operation of call centers and online platforms, and eliminate problematic areas in cooperation with the “mahalla seven.” In the sector, 12 new incentives were introduced, and the validity period of 12 existing preferences was extended.
It was also noted that 47 landfills have been rehabilitated and closed, while 37 have been equipped with electronic weighing systems and surveillance cameras. An important point is that starting from January 1, 2026, payments will be collected exclusively online based on the volume of services provided, and funds will be distributed through the Agency’s account based on KPI indicators.
During the meeting, Aziz Abdukhakimov placed special emphasis on revising tariff policy, introducing separate tariffs for markets and public catering facilities, extending incentives until 2031, and establishing a “green corridor” for fuel supply. Due to the integration of the debt collection system with the electricity supply system, it was decided to fully transition payments to an online format and conclude public offer contracts with legal entities.
A working group led by the Director of the Waste Management Agency, Sharifbek Hasanov, has been tasked with analyzing the activities of sanitation service enterprises in the Republic of Karakalpakstan, Kashkadarya, and Samarkand regions by April 2026, as well as assigning new territories and organizing door-to-door awareness campaigns.
