Temporary Restrictions Imposed Nationwide on Electricity Payments for Nearly 205,000 Subscribers with Outstanding Waste Collection Fees

The Agency for Waste Management and Circular Economy Development reports that as of December 11, the ability to pay for electricity has been temporarily restricted for 204,895 subscribers who have failed to settle their outstanding debts for waste collection services.
Previously, 231,014 subscribers across the republic received SMS notifications from JSC “Hududiy Elektr Tarmoqlari” via the short number 2100, informing them of a total outstanding receivable debt of 20.1 billion soums accumulated for waste collection services. Following the notification, subscribers were given a five-day period to repay the debt, during which 9.4 billion soums were paid. At present, the nationwide outstanding debt for waste collection services amounts to 18.2 billion soums.
We remind you that this restriction will be lifted immediately after full repayment of the debt.
For information: Issues related to payment discipline for waste collection and removal services are regulated by Law No. 1044. According to this law, by the 3rd day of each month, information on debtors is transferred from the electronic billing system of the “Toza Makon” Agency to the billing system of JSC “Hududiy Elektr Tarmoqlari.” This procedure does not apply to debts incurred before June 30, 2025. From July 1, 2025, debts for waste collection services are taken into account, and the specified procedure has been applied since November 5 of the current year.
It was previously reported that starting from January 1, 2026, payment for waste management services will be made exclusively online, based on the services actually provided.
