In Uzbekistan, 11 Sanitary Cleaning Companies Fined in 27 Districts for Poor-Quality Sanitation Services

In recent years, our country has been paying special attention to fundamentally improving the waste management system, increasing the efficiency of sanitation services, and ensuring public satisfaction with the sector’s performance.
For this purpose, Presidential Decree No. PF–149 dated September 26, 2024, introduced an updated system for evaluating the performance of sanitary cleaning companies engaged in the collection, transportation, and processing of solid household waste, based on clear and measurable criteria.
According to the Decree, the activities of sanitary cleaning companies are assessed based on the coverage of households and enterprises, the number of complaints received, adherence to waste collection schedules, fulfillment of investment obligations, availability of hazardous waste containers, the share of recyclable materials extracted from collected waste, and other indicators.
In particular, from April to November 2025, the Waste Management and Circular Economy Development Agency evaluated the performance of sanitary cleaning companies using the updated criteria.
Based on the results of the monitoring, a total of 105 sanitary cleaning companies were evaluated, of which 41 were categorized as “green,” 53 as “yellow,” and 11 as “red.”
Companies that did not improve their indicators in September–October and remained in the “red” category include:

Andijan region: LLC Yuksak Orzu Baraka (serving Buston, Shakhrihon, Marhamat, and Bulakbashi districts), LLC Fiorenzo (Balikchi and Ulugnor districts);

Kashkadarya region: LLC Koson stroy standart servis (Koson), LLC Eko-hayot (Karshi, Nishon), JV Beknur stroy savdo (Dehqonobod), LLC Kasbi eko hayot (Kasbi), JSC Intizor Oybekovna (Mirishkor);

Namangan region: LLC Namangan Musaffo Iqlim (Namangan city and Yangi Namangan, Davlatabad, Turakurgan, Mingbulak, and Namangan districts);

Surkhandarya region: LLC Bio Tex Eko (Sariosiyo, Uzun);
-
Fergana region: LLC Agro Rishton Ta’mir Servis (Dangara, Uchkuprik, Buvayda, Bogdod, and Rishton);

Tashkent region: LLC Zangiota obodon (Tashkent district and Chirchik city).
During the monitoring process, 13 companies that remained in the “red” category for six consecutive months were fined for violating contractual obligations.
These companies include:

Andijan region: LLC Madamin Sayd-Kamron, LLC Tozalikda Baraka, LLC Buloqboshi Sanitar Tozalik, LLC Yuksak Orzu Baraka, LLC Andijon Tezkor Tozalik;

Kashkadarya region: LLC Koson stroy standart servis, LLC Eko-hayot, JV Beknur stroy savdo, LLC Kasbi eko hayot, JSC Intizor Oybekovna;

Namangan region: LLC Namangan Musaffo Iqlim;
-
Surkhandarya region: LLC Bio Tex Eko;
-
Fergana region: LLC Agro Rishton Ta’mir Servis.
According to the signed contracts, penalty amounts are subject to collection on a non-acceptance basis.
In accordance with the requirements of the Decree, if a company remains in the “red” category for three consecutive months even after the fine is imposed, the state partner may unilaterally terminate the contract with the approval of the Minister of Ecology.
Based on this procedure, the contract with LLC Buloqboshi Sanitar Tozalik was terminated on November 1, 2025, and as of August 1, all mahallas of Urgench city and district previously serviced by LLC Urganch avto eko trans were transferred to the regional state unitary enterprise Toza hudud.
Using the principles of the rating system, the Agency proposes assigning additional territories to companies that have demonstrated strong results and were included in the “green” category, which contributes to improving service quality and public satisfaction.
