In order to improve the quality of sanitation services and strengthen payment discipline, we inform you that starting from January 1, 2026, a new procedure for payment of solid household waste collection and disposal services will be introduced.
According to this new procedure, in the field of sanitation, consumers will be charged only for the services actually provided.
Consumers (both individuals and legal entities) will be able to pay for solid waste collection and disposal services through online payment systems.
The advantages of online payment include:

the ability to make payments anytime and anywhere;

saving time — no need to visit a bank or stand in queues;

the ability to easily check and monitor account status;

the ability to download online payment receipts;
-
ensuring transparency in service delivery, preventing illegal charges and misappropriation of collected funds, thereby contributing to the fight against the shadow economy and corruption in the sector.
In addition, payments for solid waste collection and disposal services will be transferred directly to a special account of the Waste Management and Circular Economy Development Agency.
From the accumulated funds, payments will be made to relevant entities (such as sanitation companies, landfills, waste incineration plants, eco-industrial zones, etc.) in accordance with the established procedure through the Unified Accounting System, namely:
• to sanitation enterprises — for transporting solid household waste to landfills or transfer stations (based on a separate procedure calculated per ton/kilometer);
• to landfills, transfer stations, and waste incineration plants — for the reception and disposal of waste (calculated per ton);
• to business entities operating in eco-industrial zones — for each ton of waste in accordance with the established procedure.
As a result, targeted use of funds will be ensured, and financial discipline and control within the system will be strengthened.
In addition, at the end of each month, the performance of sanitation enterprises will be evaluated according to key performance indicators (KPIs).
Based on the evaluation results, sanitation enterprises will be classified into “red,” “yellow,” and “green” categories.
These categories will be taken into account when calculating payments: enterprises in the “green” category (with high performance indicators) will receive higher compensation than those in the “yellow” or “red” categories. The calculation will be based on KPI results.
It should be noted that this new procedure is aimed at ensuring that payments in the sanitation sector are made proportionally to the volume of services provided, contributing to improved service quality, greater public satisfaction, and the development of the circular economy.
