Japan’s clean streets, orderly society and distinctive way of life are often explained by the high level of the people’s culture. However, this order did not appear in one day.
Behind it is a system of rules, control, responsibility and collective culture that has developed over many years. People were not simply required to maintain order — mechanisms were created to teach them to do so.
This experience is also important for Uzbekistan. No matter how much money and effort is spent on cleaning the streets, if people’s attitudes do not change, the problem will continue to recur.
