Hazardous Waste Recycling Rate to Reach 20% by 2030 — Presidential Decision on Hazardous Waste Management

A Presidential Decision of the Republic of Uzbekistan “On Measures to Improve the Efficiency of Hazardous Waste Management” has been adopted.
The document sets out large-scale measures aimed at ensuring environmental safety, fundamentally improving the industrial waste management system, and creating a healthy environment for the population.
According to the decision, based on the priorities of the Concept for Environmental Protection until 2030, the recycling rate of radioactive waste and chemical hazardous waste classified as Classes I–IV, generated by enterprises in the mining, metallurgical, chemical, oil and gas, and electric power industries, will be increased to 20% by 2030.
The document also provides for:
🔹 the full implementation of mechanisms for the safe disposal of non-recyclable hazardous waste in the minimum possible volumes;
🔹 reducing the negative environmental impact of waste stored at specialized facilities;
🔹 maintaining a classified state register of hazardous waste according to its sources of generation, volume, composition, and disposal locations.
Starting from January 1, 2027, organizations generating hazardous waste will be required to develop annual plans based on an environmental impact assessment and in coordination with the territorial departments of the Agency for Waste Management and Circular Economy Development.
Organizations will be required to:
— reduce the amount of waste generated;
— increase the share of waste recycled;
— transfer waste for neutralization, recycling or disposal only to specialized organizations with the relevant authorization, infrastructure and a positive environmental assessment.
