on Activities Implemented in the Field of Science and Innovation
within Cooperation with Foreign Countries
 

During 2025, in order to establish and strengthen international cooperation in the field of science and innovation, approximately 50 meetings with foreign partners were held. As a result, 20 Memorandums of Understanding were signed, and 4 international events were organized.

I. Memorandums:

1. On February 5, 2025, a Cooperation Protocol was signed between the Agency for Innovative Development and the Malaysian Smart Cities Alliance on smart city development.
2. On February 10, 2025, a Memorandum of Understanding was signed with the International Center for Biosaline Agriculture (ICBA, UAE).
3. On April 8, 2025, an MoU was signed with the Agency for Pharmaceutical Industry Development and Korea Overseas Infrastructure & Urban Development Corporation (KIND).
4. On April 9, 2025, an MoU was signed with Kazan Federal University on organizing scientific internships.
5. On April 10, 2025, a similar MoU was signed with Innopolis University (Russia).
6. On May 27, 2025, an MoU was signed with the Korea Association of Machinery Industry to implement the “Digital Manufacturing Center” project.
7. On June 30, 2025, an MoU was signed with the University of Texas (USA).
8. On July 23, 2025, an MoU was signed with Cheongju University (Republic of Korea) on training specialists in biotechnology and artificial intelligence.
9. On August 11, 2025, an MoU was signed with an international institute in Geneva.
10. An MoU with SMARTHIVE CO., LTD (Republic of Korea) was signed within InnoWeek.Uz-2024.
11. An MoU with NATURAL FERMENTATION CO., LTD (Republic of Korea) was signed within InnoWeek.Uz-2024.
12. A cooperation MoU and grant agreement were signed with DAESUNG Co., Ltd. on “Smart Beekeeping”.
13. An MoU was signed with A*STAR, National University of Singapore, Nanyang Technological University and SG Innovate.
14. An MoU was signed with Indonesia’s National Research and Innovation Agency (BRIN).
15. A cooperation agreement was signed with the Iranian National Science Foundation.
16. On November 24, 2025, an MoU was signed with the State Agency for Science and Higher Education of Azerbaijan.
17. On December 9, 2025, an agreement was signed with the Korea Development Institute (KDI) under the Knowledge Sharing Program for 2025–2026.
18. On December 10, 2025, an MoU was signed with the Hungarian Innovation Agency.
19. On December 11, 2025, an MoU was signed with Edutus University (Hungary) and CloudIA Plc.
20. On December 18, 2025, in Tokyo, an agreement was signed with the Japan Science and Technology Agency.
     

II. Meetings:

1. On January 23, 2025, a meeting was held between the Agency for Innovative Development and representatives of the U.S.-based organization Chemonics International.
2. On February 11, 2025, a meeting took place between the Agency for Innovative Development and representatives of the International Center for Biosaline Agriculture (ICBA).
3. On February 21, 2025, a meeting was held between the Agency for Innovative Development and representatives of Sultan Idris Education University (Malaysia).
4. On April 1, 2025, a meeting was held between the Agency for Innovative Development and representatives of the Commonwealth of Independent States (CIS).
5. On May 5, 2025, a meeting took place between the Agency for Innovative Development and representatives of the Aga Khan Foundation (Switzerland).
6. On May 15, 2025, a meeting was held with representatives of Gyeongnam Technopark (Republic of Korea), UAIDE, and Changwon National University.
7. On May 27, 2025, a meeting was held with representatives of the Korea Association of Machinery Industry (KOAMI), the Korea Institute of Industrial Technology, and Gyeongbuk Technopark.
8. On July 2, 2025, the Director of the Agency for Innovative Development met with the Ambassador Extraordinary and Plenipotentiary of Hungary to Uzbekistan, Mr. Jozsef Rozsa.
9. On July 4, 2025, the Director of the Agency for Innovative Development met with Mr. Denis Duclos, Adviser for Cooperation and Cultural Affairs at the Embassy of France.
10. On August 5, 2025, a meeting was held between the Agency for Innovative Development and representatives of the Korea Institute of Startup and Entrepreneurship Development (KISED).
11. On August 12, 2025, a meeting was held with representatives of the National IT Industry Promotion Agency (NIPA) of the Republic of Korea.
12. On August 19, 2025, a meeting was organized at the Agency for Innovative Development with Ms. Esin Ajar Ergin, the newly appointed Head of the Turkish Cooperation and Coordination Agency (TİKA).
13. On September 9, 2025, a meeting was held between the Agency for Innovative Development and the Korea Minting and Security Printing Corporation (KOMSCO).
14. On October 10, 2025, a meeting was held with a delegation comprising representatives of the German Federal Ministry for Research, Technology and Space and the German Research Foundation (DFG).
15. On October 10, 2025, the Minister of Higher Education, Science and Innovation Mr. K. Sharipov met with Mr. Morimoto Shigeo, Vice President of the Japan Science and Technology Agency.
16. On October 10, 2025, representatives of the Agency for Innovative Development under the Ministry of Higher Education, Science and Innovation held negotiations with Ms. Kremena Mileva, representative of the European Commission’s Secretariat-General for Research and Innovation for Central Asia and Mongolia.
17. On October 10, 2025, a meeting was held between representatives of the Agency for Innovative Development and Mr. Orif Hashimov, Academic Secretary of the Azerbaijan National Academy of Sciences (ANAS).
18. On October 24, 2025, in Baku, a meeting was held between the leadership of the Agency for Innovative Development and representatives of the State Agency for Science and Higher Education of the Republic of Azerbaijan.
19. On October 28, 2025, a meeting was held with representatives of the Japan Society for the Promotion of Science (JSPS).
20. On November 4, 2025, a meeting was held with Mr. Liping Zhang, representative of the United Nations Conference on Trade and Development (UNCTAD), Mr. Wang Zhicheng, Chairman of ArkInno Hub (Shenzhen) Industrial Operation Co., Ltd., and Mr. Shao Laiwen, Chairman of Dongguan New Nanfang Science & Education Group.
21. On November 24, 2025, a meeting was held between the Agency for Innovative Development and the leadership of the State Agency for Science and Higher Education of Azerbaijan.
22. On December 9, 2025, a meeting with representatives of the Republic of Korea was held at the Ministry of Higher Education, Science and Innovation of the Republic of Uzbekistan. Participants included Minister Kung‘iratboy Sharipov, Acting Director of the Agency for Innovative Development Asror Norov, Honorary Professor of Suncheon National University Mr. Seungju Baek, and representatives of the Korea Development Institute (KDI).
23. On December 10, 2025, discussions were held with Mr. Laszlo Bodis, Deputy Minister of Culture and Innovation of Hungary and CEO of the Hungarian Innovation Agency, on strengthening bilateral cooperation in science and innovation, organizing joint Uzbekistan–Hungary research project calls, and supporting startup programs and commercialization at universities.
24. On December 12, 2025, Acting Director of the Agency for Innovative Development A. Norov held a meeting with Professor Levente Kovach, Rector of Óbuda University.
25. On December 17, 2025, a meeting was held with Mr. Kazuhito Hashimoto, President of the Japan Science and Technology Agency (JST), attended by Minister Kung‘iratboy Sharipov and Acting Director Asror Norov.
26. On December 19, 2025, Acting Director Asror Norov met with Mr. Daisuke Ueda, Deputy Director General of the Japan International Cooperation Agency (JICA).
27. On December 20, 2025, a meeting was held between the delegation led by Minister Kung‘iratboy Sharipov and Mr. Suyosi Sugino, President of the Japan Society for the Promotion of Science (JSPS). Other meetings at various levels were also held.
     

III. International Events:

1. On January 24, 2025, a two-day seminar was organized at the Agency for Innovative Development within the framework of the SATREPS-2020 program, with the participation of Uzbek and Japanese experts.
2. On April 30, 2025, the CIS Innovation Development Forum was organized by the Agency for Innovative Development. Within the framework of the forum, the 35th extended meeting of the Interstate Council of CIS Member States on Cooperation in Scientific, Technical and Innovative Fields was also held.
3. On September 22, 2025, a seminar entitled “International Patent Strategies and Investment Management” was organized by the Agency for Innovative Development in cooperation with the Commercial Law Development Program (CLDP) of the U.S. Department of Commerce.
4. On September 22–23, 2025, a two-day seminar was organized at the Agency for Innovative Development within the framework of the SATREPS-2020 program, with the participation of Japanese and Uzbek experts.
5. On October 24, 2025, the second meeting of the Ministers of Industry, Science, Technology and Innovation of the Organization of Turkic States was held.
6. On November 17, 2025, participation was taken in the regular session of the Commission on Science and Technology for Development, held at the United Nations Headquarters, on the topic “Science, Technology and Innovation in the Age of Artificial Intelligence”.
