The regulation "On the Procedure for Forming a Unified Register of Unscrupulous Performers" has been officially registered with the Ministry of Justice

The following shall be included in the Unified Register of Unscrupulous Performers:
- winners of procurement procedures who refuse to conclude a contract with the state customer or otherwise evade the implementation of public procurement based on the terms established as a result of the procurement procedures;
- executors found guilty, in accordance with established procedures, of failing to fulfill or improperly fulfilling obligations, except in cases where such failure or improper fulfillment occurred as a result of insurmountable forces;
- participants who submitted false or forged documents in the process of public procurement, affiliated persons participating in the same lot, or participants who did not disclose information about conflicts of interest;
- According to the court's decision, the perpetrators were found guilty of committing crimes related to fraud, forgery, and corruption.
The applicant may submit a written or electronic application to the Ministry of Economy and Finance for inclusion of a participant or executor in the Register, attaching the documents that serve as the basis for inclusion in the Register, as well as the relevant court decision.
The winner who refuses to conclude a contract with the state customer based on the results of public procurement and declines to carry out public procurement or otherwise evades it is automatically included in the Register.
This Regulation shall enter into force three months after its official publication.
