The “WEP” program is part of the Welsh Government's “21st Century Schools” initiative. It focuses on effectively planning, financing, designing modern school facilities, engaging skilled builders, constructing, maintaining them for 25–30 years, and then transferring them back to the government.
During the meetings, discussions centered around the origins of the WEP model, its advantages for the state, the educational policies implemented by the Welsh Government, WEP’s role in these efforts, and the potential adaptation of this model to Uzbekistan’s context.
Additionally, the structure, model, operational mechanisms, and financing terms of PPP projects implemented under the WEP mechanism were studied. Visits were made to PPP schools currently under construction and those already operational.
It is worth noting that “Meridiam” is a global investment and asset management company specializing in social infrastructure projects. The school projects implemented under the WEP model in Wales are recognized worldwide as an innovative approach to effectively integrating private sector expertise with public oversight in the development and management of educational infrastructure.
