Holding a workshop on step-by-step abolition of fossil fuel subsidies at the Ministry of Economy and Finance

Foreign participants included Vincent Capin, Director of the French Development Agency's (AFD) regional office in Tashkent; Marina Moreau, Senior Project Manager of the Green Economy Technical Assistance Project in Uzbekistan; and Jean-Luc Poget, Green Economy Policy Advisor to the Ministry of Economy and Finance from Expertise France.
The workshop was also attended by Deputy Minister of Economy and Finance Khurshed Mustafaev, Deputy Minister of Energy Umid Mamadaminov, respective Department Directors of the Ministry of Economy and Finance and representatives from other government organizations.
The workshop aimed to discuss different approaches to phasing out financial support for the production and use of fossil fuels such as coal, oil and gas. This is necessary to reduce the negative impact on the environment and stimulate the transition to more sustainable and cleaner energy sources.
During the event, participants reviewed project specifications, project financing and tendering issues, and exchanged views on global best practices in this area.
Key topics of discussion included an inventory of fossil fuel subsidies in Uzbekistan, assessment of the effects of subsidy reform, methodologies for quantifying subsidies, and support to the electricity sector by the Ministry of Economy and Finance. In particular, Yulia Okharenko, IISD researcher, presented the results of her research on direct and indirect fossil fuel subsidies in Uzbekistan. Yodgor Faizullaev, National Consultant at UNDP Uzbekistan, analyzed the risks and challenges associated with subsidy reform and presented energy efficiency policy models. Jean-Luc Poger, Green Economy Policy Advisor to the Ministry of Economy and Finance from Expertise France, shared methodologies for assessing fossil fuel subsidies, emphasizing the need for economic diversification.
The workshop resulted in agreements on further information exchange and consultations, as well as plans for future meetings to promote green economy initiatives.
The workshop was an important step towards phasing out fossil fuel subsidies and strengthening cooperation between Uzbekistan and France aimed at achieving sustainable economic growth and environmental protection.
