Institutional Assessment and Recommendations for Improvement

As part of this assessment, a seminar was held, attended by First Deputy Minister of Economy and Finance Ilkhom Norkulov, Deputy Ministers Akhadbek Haydarov and Jasur Karshibaev, as well as responsible specialists from the ministry’s departments. From the World Bank's side, specialists, led by Senior Governance and Public Sector Specialist Kai Alexander Kaiser, responsible for overall coordination and project management, participated and presented the report.
The assessment covered several key areas, including policy coordination and oversight, national development and economic planning, public investment management, macroeconomic and fiscal policy, budget planning, asset and financial management, international cooperation and debt management, as well as human resources development and organizational culture.
Proposals were considered for changes in ensuring the consistency of the national development strategy and economic policy, creating a specialized directorate for strategic national planning and consolidation of functions in the social sector, and improving the coordination of government programs and projects.
During the presentation of the report, a productive and constructive dialogue took place, discussing recommendations and proposals. Participants expressed interest in the presented initiatives and noted that such changes could significantly enhance operational efficiency, facilitating the successful implementation of national economic strategies and improving the management of public resources.
