Seminar on the Development of Internal and External Government Auditing and Budget Process Improvement at the Ministry of Economy and Finance of the Republic of Uzbekistan

The moderator of the first part of the meeting was the Program expert Maksim Nikolaev. Representatives from the Ministry of Economy and Finance of Uzbekistan included the head of the Department for the Development and Coordination of Internal Audit Structures of State Bodies, Azamat Jabburov, and his staff, the director of the Training Center at the Ministry of Economy and Finance of Uzbekistan, Iroda Khamidova, employees of the Extra-Budgetary Pension Fund at the Ministry of Economy and Finance of Uzbekistan, and staff of the Institute of Budgetary and Tax Relations (IBNR).
Svetlana Tabalina, an expert of the Bilateral Program, presented "International Standards for Interaction Between External and Internal State Financial Control and Audit Bodies," detailing the new international audit standards coming into force in 2025.
Current INTOSAI standards and guidelines and their practical benefits for the Ministry of Economy and Finance of the Republic of Uzbekistan were also discussed, along with the effects and risks of cooperation between supreme audit institutions and internal auditors.
In the afternoon, a seminar was held on the topic “Improving the implementation of the program budgeting system in the Republic of Uzbekistan”, moderated by Igor Kovtun, Adviser to the Research Institute of the Ministry of Finance of the Russian Federation.
The parties discussed the results achieved in the implementation of program budgeting in Uzbekistan. At the same time, the head of the department for evaluating the effectiveness of budget expenditures and the introduction of program-targeted methods of budget planning of the Department of State Budgetary Policy of the Ministry of Economy Sherkhan Saifutdinov noted that a “roadmap” has been developed for the effective implementation of the program budgeting system, which defines specific tasks until 2030.
Also, to improve this system, a resolution of the Cabinet of Ministers of the Republic of Uzbekistan dated January 4, 2024 “on the development of budget programs for budget allocators when implementing a program budgeting system in the Republic of Uzbekistan, the Ministry of Economy and Finance and the Ministry of Agriculture for 2025 was adopted in the context of budget programs and is reflected in the fiscal strategy for the coming year.
After that, Leonid Bogdanov, an expert at the Research Institute of the Ministry of Finance of the Russian Federation, made a presentation on the topic “The introduction of modern trends in monitoring and evaluating the results of the program budgeting system in the Republic of Uzbekistan and the tasks to be solved.”

The work carried out within the framework of cooperation and discussion of the training program on improving the institutional capacity of employees of the Ministry of Economy and Finance and other interested ministries to improve the system of program budgeting were coordinated.
