Regarding the critical post circulated on social media concerning the citizen reception conducted by the Governor (Hokim) of Fergana District and the situation observed during the event, the Fergana District Administration (Hokimiyat) provides the following clarification.
A regular public reception for representatives of individuals and legal entities was held at the People's Reception Office of the President of the Republic of Uzbekistan in Fergana District. The reception was conducted by the District Governor, Nodirjon Mashrapov, in accordance with established procedures from 10:00 a.m. to 12:15 p.m.
During this period, the District Governor thoroughly reviewed 15 appeals submitted by residents of the district. Of these, 3 appeals were resolved immediately, 4 applicants received legal explanations, and 8 appeals requiring additional examination were assigned to the relevant officials and placed under the supervision of the District Administration.
The citizens referred to in the social media post as those who were allegedly "left after the reception" are, in fact, residents of the neighboring territory—the "O'rta Sho'ra" Citizens' Assembly in the city of Fergana. They raised the issue of relocating the Fergana District Bureau of Compulsory Enforcement (currently located in the former mahalla building within their neighborhood) to the district's territory and transferring the existing building for the use of the local citizens' assembly.
On the same day, a nationwide video conference meeting chaired by the President of the Republic of Uzbekistan on ensuring economic growth in the regions and sectors had been scheduled. Therefore, after completing the reception of all district residents according to the planned schedule, the District Governor left at 12:15 p.m. to prepare for this important state-level meeting.
Following his departure, the citizens from the city were received by the Deputy Governor of Fergana District and Head of the Department for Family and Women's Affairs, Khamidakhon Abduganiyeva, together with responsible officials. During the meeting, it was explained that relocating the Bureau of Compulsory Enforcement requires time and compliance with legal procedures. Several possible solutions were presented, including constructing a new building for the Bureau in the district center, renovating an unused building and relocating the Bureau there, or, based on mutual agreement, temporarily accommodating both the Bureau of Compulsory Enforcement and the local Citizens' Assembly in the same building. Appropriate legal explanations were provided regarding each option.
The Fergana District Administration remains committed to maintaining open dialogue with citizens, carefully considering their appeals, and finding lawful solutions to the issues they raise.
