About the local government

In the Republic of Uzbekistan, state administration is organized by three types of authorities. These are the Legislative, Executive and Judicial authorities. The Legislative authority is the Oliy Majlis, which consists of a lower and upper chamber. The lower, that is, the "Legislative Chamber", consists of 150 permanently active deputies and is mainly engaged in the development of legislative acts. The upper chamber is called the "Senate" and is formed by 100 senators. Senators, while not being separated from their main duties, meet from time to time and, having studied and adopted new legislative acts created by the Legislative Chamber. The executive authority includes ministries, departments, and the khokimiyats of the city of Tashkent and regions, headed by the Cabinet of Ministers. In short, the executive authority is responsible for ensuring the implementation of laws on the ground. The judicial authority includes all courts in various fields, headed by the Supreme Court of the Republic. The courts ensure that the laws are not violated by the executive branch and citizens.
The district administration ensures the socio-economic development of the district, the implementation of the Laws of the Republic of Uzbekistan, resolutions of the Oliy Majlis, Decrees, resolutions and orders of the President of the Republic of Uzbekistan, resolutions of the Cabinet of Ministers, resolutions and orders, protocols, and instructions of the district Council of People's Deputies and the district khokim in its activities. The district administration is accountable to the President of the Republic of Uzbekistan, the Cabinet of Ministers and the regional Council of People's Deputies. The implementation of the powers of the district administration is ensured by the district khokim, deputy khokims, heads of local government bodies, district and city khokims, permanent and temporary commissions of the district khokim, other working bodies established by relevant resolutions, and the organizational and practical work of the district khokim's apparatus. The activities of the district khokim are organized by the district khokim. The district khokim, within the powers established by law, issues resolutions that are mandatory for all bodies, enterprises and organizations, officials and citizens in the territory. Regulatory or important documents of the district khokim are adopted in the form of resolutions. Documents of the district khokim on operational and other current issues are adopted in the form of orders.
In accordance with the resolution No. PQ-3407 dated November 28, 2017 “On improving the activities of local executive authorities in attracting investments and introducing innovations”, the tasks, functions, rights, responsibilities and the procedure for organizing the activities of the regional khokim administration are determined.
In its activities, the administrative apparatus is guided by the Constitution of the Republic of Uzbekistan, the Law of the Republic of Uzbekistan “On Local Government” and other laws of the Republic of Uzbekistan, resolutions of the chambers of the Oliy Majlis of the Republic of Uzbekistan, resolutions, decrees and orders of the President of the Republic of Uzbekistan, resolutions and orders of the Cabinet of Ministers of the Republic of Uzbekistan, other legislative acts, documents of the Council of People's Deputies and the khokim, as well as the Regulations on the administrative apparatus of the Fergana district khokim.
The administrative apparatus ensures the activities of the khokim in information-analytical, legal, organizational-technical and financial-economic aspects, prepares meetings of the Council of People's Deputies in accordance with its regulations, prepares draft documents of the Council of People's Deputies and the khokim, develops practical measures for their implementation and regularly checks the implementation.
The administrative apparatus ensures the provision of organizational, technical and other services to the activities of the Council of People's Deputies.
In its activities, the district khokimiyat apparatus is guided by the Constitution of the Republic of Uzbekistan and the Law of the Republic of Uzbekistan "On Local Government", the Resolution of the President of the Republic of Uzbekistan "On improving the activities of local executive authorities in attracting investments and introducing innovations" dated November 28, 2017 No. PQ-3407, the "Instructions on organizing the administration of work and control over the execution of documents in the apparatuses of the Council of Ministers of the Republic of Karakalpakstan, khokimiyats of regions, cities and districts of the Republic of Uzbekistan", approved by the Resolution of the Cabinet of Ministers dated March 29, 1999 No. 140, and the regulations of the regional khokimiyat. Proceedings on proposals, applications and complaints of citizens are carried out in accordance with the Law of the Republic of Uzbekistan "On Citizens' Appeals".
