A meeting was held at the Agency for Management of State Assets (UzSAMA) between its Director, Sohibjon Murodov, and Özgür Onur Özgüven, Chairman of the Türkiye–Uzbekistan Business Council under the Foreign Economic Relations Board of Türkiye (DEİK).
The key outcome of the meeting was the signing of a Memorandum of Cooperation between UzSAMA and DEİK, aimed at developing systematic engagement with the Turkish business community, expanding direct contacts with potential investors, and promoting Uzbekistan’s investment opportunities in the Turkish market.
The document provides for cooperation in informing Turkish companies about state assets offered for privatisation, exchanging investment proposals, establishing business contacts, and attracting Turkish capital to Uzbekistan’s economic transformation.
As one of the first practical steps towards implementing the agreements reached, the Turkish side proposed holding a special panel session for Turkish investors in December 2026, dedicated to privatisation in Uzbekistan. The event will serve as a platform to present promising assets, discuss the terms of participation in privatisation processes, and facilitate direct negotiations between UZSAMA representatives and potential investors.
During the meeting, the Director of UzSAMA presented the key areas of the current privatisation programme, new investment opportunities, and the terms for acquiring state assets stipulated in Presidential Decree No. PF–177 of the Republic of Uzbekistan.
Particular attention was paid to the scale of the upcoming privatisation phase. In 2026–2027, state-owned shares in 84 enterprises, 1,242 real estate properties, and approximately 8,000 hectares of land are scheduled to be put up for auction. The total value of the assets and land plots planned for sale amounts to approximately UZS 100 trillion.
The parties also discussed new financial terms available to investors, including a 25% discount for full payment within six months, the possibility of interest-free instalments for up to seven years, and the option to begin reconstruction of acquired properties after paying at least 50% of their value.
Turkish investors already play a significant role in Uzbekistan’s privatisation processes. In recent years, representatives of Turkish businesses have acquired more than 30 state-owned assets with a total value of approximately USD 366 million. Further expansion of cooperation will create additional opportunities to attract investment, introduce modern technologies, modernise enterprises, and establish new production facilities.
The parties expressed their commitment to the practical implementation of the agreements reached, emphasising that the signing of the Memorandum and the planned December panel session will mark important steps towards expanding the participation of Turkish companies in privatisation processes and strengthening investment cooperation between the two countries.
