Terms and Definitions in the Field of Standardization
National Standard — a standard adopted by the Uzbekistan Institute of Standards under the Technical Regulation Agency at the Ministry of Investments and Foreign Trade of the Republic of Uzbekistan and made publicly available.
Standard — a document that establishes rules, general principles, or characteristics applicable to various types of activities or their results, intended for repeated use and aimed at achieving an optimal level of order within a specific field.
Standardization — an activity aimed at achieving the optimal level of order within a specific area through establishing provisions for common and repeated use concerning actual or expected tasks.
National Standardization Body — the Uzbekistan Institute of Standards under the Technical Regulation Agency under the Cabinet of Ministers of the Republic of Uzbekistan.
Technical Committee on Standardization — an advisory body that participates in the development of the standardization system in relevant fields of activity.
Object of Standardization — products, goods, services (hereinafter referred to as “products”), processes, management systems, terms, symbols, research (testing), measurements (including sampling), test methods, labeling, conformity assessment procedures, and other objects.
International (Regional) Standard — a standard adopted by an international or regional standardization organization and open to the public.
Standard of a Foreign Country — a standard adopted by the competent standardization authority (organization) of a foreign country.
Mutual Agreement — a general consensus reached through a process aimed at considering the views of all parties, reconciling differing positions, and characterized by the absence of objections from the majority of interested participants.
Terms and Definitions in the Field of Technical Regulation
State Control Authority — a state administrative body authorized to carry out state supervision over compliance with the requirements of normative documents in the field of technical regulation.
Authorized Representative of the Manufacturer — a business entity that, under a contract concluded with a manufacturer (foreign manufacturer), acts on behalf of that manufacturer in assessing conformity and placing the product on the market within the Republic of Uzbekistan.
Product — the result of an activity presented in tangible form and intended for use for economic or other purposes.
Placing a Product on the Market — the supply (sale) or import of a product into the territory of the Republic of Uzbekistan within the framework of entrepreneurial activity for distribution (including shipment from the manufacturer’s warehouse or dispatch without storage).
Declaration of Conformity — a document confirming that the product complies with the requirements of normative documents in the field of technical regulation, issued by the manufacturer, authorized representative, seller, or importer when placing the product on the market.
Declaration of Conformity Procedure — a mandatory form of confirming that the product meets the requirements of normative documents in the field of technical regulation.
Technical Barrier to Trade — an obstacle arising in trade between countries due to differences in mandatory requirements applied to products and conformity assessment procedures, depending on the country (place) of origin.
Testing Laboratory — a legal entity or its structural division that carries out testing.
Seller — a business entity that is a resident of the Republic of Uzbekistan and sells products.
Technical Regulation — the establishment, application, and enforcement of requirements for product safety, production processes, and methods, as well as verification of their compliance through conformity assessment and state supervision.
Normative Documents in the Field of Technical Regulation — technical regulations and standards.
Technical Regulation (Technical Regulation Document) — a document that establishes mandatory safety characteristics of products and rules related to production processes and methods.
Service — an activity aimed at meeting the needs of individuals and legal entities, the results of which do not have a material form.
