In its activities, the inspection follows the Constitution and laws of the Republic of Uzbekistan, decisions of the chambers of the Supreme Assembly of the Republic of Uzbekistan, decrees, decisions and orders of the president of the Republic of Uzbekistan, decisions and orders of the Cabinet of Ministers, as well as these regulations and other legislative acts and orders of the director of the agency

• The main tasks of the Inspection are:
• to take effective measures to prevent and ensure the prevention of violations of legislative acts in the fields of technical regulation, including standardization and metrology;
• to organize work on identifying products that are found to be non-compliant with regulatory documents in the field of technical regulation and mandatory requirements established by law;
• to organize state control over the mandatory requirements of regulatory documents in the field of technical regulation, ensuring the uniformity and accuracy of measurements, and compliance with the rules of mandatory certification;
• to implement comprehensive measures to identify violations in the field of technical regulation, conformity assessment and metrology and take measures to eliminate the causes and conditions that led to their occurrence;
• to withdraw from trade in accordance with the established procedure products that do not comply with the requirements of current technical regulations, standards and legislation.
• 14. In accordance with the tasks assigned to it, the Inspectorate performs the following functions:
• a) in the field of taking effective measures to prevent and ensure the prevention of violations of legislative acts in the field of technical regulation, including standardization and metrology:
• develops and approves schedules and plans for the implementation of measures to prevent and prevent violations of legislative acts in the field of technical regulation, conformity assessment and metrology;
• prevents violations of the requirements of technical regulation of enterprises by analyzing and comparing information provided by state bodies and other organizations, information systems of technical regulation and other information structures, information received from the media and other open sources, information received from individuals and legal entities without visiting the site;
• carries out explanatory work on preventing violations of the requirements of legislative acts in the field of technical regulation, standardization, conformity assessment and metrology by holding roundtables, seminars, conferences and meetings;
• covers in the mass media measures taken to prevent violations of legislation in the field of technical regulation, standardization, conformity assessment and metrology;
• provides business entities with handouts reflecting the requirements of legislation in the field of technical regulation, standardization, certification and metrology;
• identifies violations of regulatory documents in the field of technical regulation, requirements for ensuring the uniformity of measurements, mandatory certification rules, and takes appropriate measures and develops mechanisms to promote compliance with legislative requirements;
• organizes, implements and implements the study and identification of mechanisms for concealing violations of legislative documents in the field of technical regulation, conformity assessment and metrology, and develops and implements measures to prevent the use of these mechanisms;
• organizes, together with relevant sectors, work to introduce international standards at local industrial enterprises, improve product quality, and assist in the establishment of testing laboratories, as well as approves the technical qualifications of testing laboratories;
• Introduces and applies advanced automated methods of analyzing data from external and internal sources by appropriately modernizing, strengthening and updating the technical base of the Inspection;
• organizes and implements the detection and prevention of violations in the production and sale of products and services in accordance with the established procedure;
• allocates funds from the Fund for the Development of Budgetary Organizations for State Control and the Special Fund for the Development of Standardization, Metrology and Certification under the Agency to cover the costs of control purchases and tests in testing laboratories;
• carries out state control by conducting control purchases of products sold and stored in organizations (imported and locally produced) in order to verify the compliance of the indicators of controlled products with established requirements (control purchases are carried out by the Inspection and its territorial departments using a dedicated corporate bank card);
• ​selects test laboratories for testing products;
• carries out explanatory work on the application of legislation on technical regulation during control measures, informs about the existing technical regulations;
• carries out measures to ensure the rights and legitimate interests of business entities in the field of technical regulation, standardization, certification and Metrology;
• prevents offenses, identifies the causes and conditions that cause the offense, studies and takes measures to eliminate them;
• b) in the field of organizing work on the identification of products that are recognized as incompatible with regulatory documents in the field of technical regulation and mandatory requirements established by legislation:
• studies the objections and proposals arising from individuals and legal entities on the quality and safety of products;
• studies the falling objections on the quality of products by consumers through the media and social networks;
• based on the analysis of the applications received, it assesses the quality of products at commercial facilities by carrying out a control purchase, in which it assesses the quality of products brought to the territory of the Republic on the basis of the “Risk Analysis” System provided in Appendix 1 to this regulation;
• in the event that products are incompatible with regulatory documents and legislative requirements in the field of technical regulation, they are included in the Register of products that are deemed inappropriate;
• takes measures to limit the import of products that are incompatible with regulatory documents and legislative requirements in the field of technical regulation;
• warns consumers about products that are incompatible with regulatory documents and legislative requirements in the field of technical regulation through coverage in the media and social networks;
• the manufacturer of products that are incompatible with regulatory documents and legislative requirements in the field of technical regulation, the authorized representative of the manufacturer, the supplier and those who trade with them shall take financial and administrative measures prescribed by law;
• takes measures to exclude products from trading in the prescribed manner, which are incompatible with regulatory documents and legislative requirements in the field of technical regulation;
• C) in the field of Organization of state control over mandatory requirements of regulatory documents in the field of technical regulation, ensuring uniform unity and correctness of measurements, compliance with mandatory certification rules:
• ” On technical regulation“, "on standardization", "on Metrology", "on Accreditation of compliance assessment bodies", "on protection of Consumer Rights",” on rational use of energy",” on prevention of micronutrient deficiency among the population", "on prevention of iodine deficiency diseases", "on quality and safety of food", Provides for the implementation of laws "on state control over the activities of economic entities" and other regulatory legal acts in the field of technical regulation, standardization, conformity assessment and Metrology;
• it monitors the introduction and implementation of technical regulation, compliance assessment and other requirements provided for by legislative acts in the field of Metrology;
• in order to verify the compliance of the indicators of controlled products with the established requirements, state control is carried out by conducting a control purchase on products that are realized and stored in organizations (imported and domestically produced), in which the control purchase is carried out according to the scheme in Appendix 2 to this regulation;
• supervises the work of entities operating in the field of standardization, conformity assessment and Metrology, including through standardization, conformity assessment and analysis of the package of documents related to the field of Metrology;
• methodically leads the activities of the organization, which carries out control of regulatory documents in the field of technical regulation, standardization, conformity assessment and metrology, and coordinates these activities;
• participates in the development of legislative, regulatory and regulatory documents in the field of technical regulation, contributes to the highly effective use of scientific and technical achievements in their development, analyzes the reasons for the untimely introduction of regulatory documents, Metrological rules and compliance assessment rules in the field of technical regulation within its competence and their violation;
• analyzes the results of the examination of regulatory documents in the field of technical regulation and ensuring that measurements are in a single unit;
• assesses the right of Ministries, Departments, Organizations and business entities to test their test units in connection with the established type of products and types of testing, regardless of their organizational and legal form and departmental affiliation;
• proposes to cancel, reduce the validity period and make changes or revise regulatory documents, Metrological rules and compliance assessment rules in the field of technical regulation, if they do not serve to increase the technical level and product quality, and if they are contrary to current legislation;
• studies consumer objections to take appropriate action on the quality of manufactured (as well as imported) and realizable products (services;
• the introduction of regulatory documents, Metrological rules and compliance assessment rules in the field of technical regulation takes the measure to eliminate legislative violations identified in the process of compliance control;
• regardless of its organizational and legal form and departmental affiliation, it studies the readiness of business entities to carry out work on the preparation, repair and comparison (calibration) of a measuring and testing tool, and gives them relevant conclusions on a contractual basis;
• when information is received about the inconsistency of products in the field of technical regulation with the requirements of regulatory documents, within ten days the manufacturer (seller) will provide instructions on the development of a program of measures to eliminate incompatibility, provide practical assistance in ensuring its implementation and provide control;
• determines the circumstances of the realization of products (services) that are incompatible with the requirements of regulatory documents, Metrological rules and compliance assessment rules in the field of technical regulation;
• in order to take action in accordance with the legislation, the court or other bodies shall make a decision to file a claim;
• carries out state control of activities related to the assessment of compliance and the activities of objects involved in the assessment of compliance in the testing of products;
• evaluates the time standards required to assess product compliance and compliance through a “risk-analysis” system;
• conducts product testing in laboratories, as well as in laboratories organized on its own basis;
• the state exercises metrology control to ensure that measurements are in a single unit, including:

• maintains administrative infringement cases, handles cases that fall under the authority of the Inspectorate, and applies administrative punishment;
• analyzes the practice of his work on administrative offenses, keeps an account and takes action on the formation of a unified practice in this area;
• d) in the field of trading products in accordance with the requirements of current technical regulations, standards and legislation in accordance with the established procedure:
• submits a submission to the owner of the product on the implementation of measures to recall products deemed inappropriate from trade;
• formalizes the act of recall of a product that is incompatible with the requirements of technical regulations in order to withdraw a product that is deemed inappropriate to the requirements of technical regulations;
• found inappropriate to the requirements of technical regulations, calls the product and (or) posts information about the circumstances of the withdrawal on its official website.
• Inspection can perform other functions in accordance with legislation.
