As noted at the meeting, the primary objective of the decree is to limit illegal interference in entrepreneurial activities, reduce corruption risks, and ensure transparency and accountability between government agencies and businesses.
Starting July 1, 2026, the "Single State Control" information system will be launched. Through this system, inspections and communications will be electronically registered, control processes will be digitized, and it will be possible to obtain information on the activities of civil servants in real time.
Additionally, the "Business Protection" QR code system will be implemented starting August 1, 2026. According to it, all inspections must be registered via a QR code, and control measures not recorded in the system are considered illegal.
In accordance with the decree, every communication between civil servants and entrepreneurs must be recorded in the electronic system. In cases of non-compliance with the established procedure, internal investigations, disciplinary measures, and liability mechanisms are provided for.
Following the meeting, inspection employees were instructed to strictly comply with the requirements of the decree, effectively use digital control systems, and adhere to the principles of transparency and legality in working with business entities.
