I. Migration processes.
a). As of January 1, 2026, the number of citizens abroad is 110.3 thousand, including 87.4 thousand men, 22.9 thousand women, and 7.9 thousand youth.
Of these: labor migrants – 95.1 thousand (86.1%), students – 2.6 thousand (2.4%), and those who left for other purposes – 12.6 thousand (11.5%).
Countries: Russia – 58.7 thousand (53.2%), Kazakhstan – 16.9 thousand (15.4%), Turkey – 8.4 thousand (7.6%), Korea – 6.1 thousand (5.5%), and other countries – 20.1 thousand (18.2%).
The largest share of citizens abroad is in the Chust district (10.3% or 11.4 thousand), Namangan city (10.3% or 11.1 thousand), Pap district (9.2% or 10.2 thousand), and Uchkurgan district (9.0% or 9.9 thousand).
b). Labor migration balance.
The number of labor migrants reached 95.1 thousand (compared to 40.1 thousand at the beginning of the year), an increase of 54.9 thousand or 136.8% compared to the start of the year.
There is a trend of citizens moving from traditional markets in Russia and Kazakhstan toward high-income jobs in developed European countries.
c). Labor migrant remittances.
During 2025, remittances totaled $755.6 million, an increase of $104.1 million or 1.1 times (16%) compared to the same period last year ($651.6 million in 2024).
II. Indicators of organized labor migration
a). In 2025, 8,661 citizens were trained in professions and foreign languages (a 1.6-fold increase; 5,242 in 2024).
Breakdown: Professional Skills Center – 2,479; Construction Skills Training Center – 278; short-term courses at universities – 1,022; non-state educational institutions – 3,603;
courses initiated by the Migration Agency – 783; in cooperation with foreign educational organizations – 51; online courses – 445 (Russian language).
b). To ensure quality and accessibility, cooperation was established with 14 private and 2 state training centers.
Previously, training was conducted only in state institutions; now, cooperation with 18 private centers has been established, and a targeted training procedure for specialists has been introduced. Specifically, Korean and German language training has been launched in cooperation with private centers: Korea School, Vodiy Ta'lim, Seans, and Korea Prof German.
g). German language courses have been organized at the Abu Ali ibn Sino Technical School No. 2 in Namangan in cooperation with the German project "Globagate", and at the Professional Skills Center in Namangan in cooperation with the foreign company "Consaltinguz".
Under the "Globagate" project, 24 mid-level medical staff were enrolled, with costs covered by the partner organization.
Under the "Consaltinguz" project, 51 citizens wishing to work in driving, service, and construction sectors were enrolled, with costs covered by the partner organization.
d). Work was carried out to place citizens in high-income jobs offered by employers in Germany, the UK, Slovakia, Qatar, Macedonia, Montenegro, Korea, Japan, and Russia.
Within the framework of diversifying the migration sector, the goal was set to double the number of citizens sent to Europe and developed countries. 224 selection processes were held, and 2,340 citizens were selected.
e). 16,772 citizens were placed in high-income jobs abroad (an increase of 38%; 12,112 in 2024).
f). As a result of spreading job announcements to citizens based on the "Work abroad from the neighborhood" principle, interest in professions and languages is growing, and organized employment is being ensured.
For example, while previously only 2-3 people participated in German selections, this year, through short-term courses in cooperation with foreign organizations, citizens were placed through: "GLOBOGATE CONCEPT AG" (16 people), "CONSALTINGUZ" (9 people), and "THE INTERNATIONAL PEOPLE IP GMBH & CO KG" (18 people). The number of citizens sent to Germany increased from 42 in 2024 to 86 this year (a 2-fold increase).
III. Support for citizens abroad
a). Various assistance was provided to 2,378 compatriots, including: 1,136 received legal aid, 772 social assistance, 71 financial aid, 679 job placement, 36 hostel accommodation, and 1 received coverage for medical examination expenses. The remains of 48 deceased citizens were repatriated.
b). Support was provided to family members of 10,506 labor migrants: 3,917 received legal aid, 2,422 financial and social support, 2,025 psychological counseling, and 2,142 medical assistance.
c). With the support of the Migration Agency's foreign representative offices, as part of the "Return to the Homeland" campaign, 314 citizens received one-time financial aid, and 71 citizens in difficult situations were provided with air tickets and returned to their homeland free of charge.
IV. Prospective cooperation
a). Negotiations were held with representatives of the Japanese companies "PROUD PARTNERS" and "ONODERA USER RUN" to organize targeted courses in service, driving, and food industries.
According to the agreement, in 2026, it is planned to train and place over 100 citizens in service, construction, and hospitality sectors.
b). Cooperation has been established with the German organization "International People Placement Gmb-H" to train citizens in the German language and place them in high-income jobs in Germany. 58 citizens have been involved.
Plans for 2026

Preparation of a "migration profile" (data sheet, thesis, dynamics) and "migration balance" for districts with high flow, establishing situational control to properly manage migration trends;

Attaching recruitment agencies from developed countries and local private employment agencies to all districts of the Namangan region;

Organizing "Labor Fairs" at least twice a month according to a schedule;

Establishing 1 knowledge assessment center and joint training programs with the support of embassies;

Training 850 citizens in professions and foreign languages based on foreign orders and standards;

Training 300 qualified specialists within the framework of projects: "ASKANIA FUTURE" (Germany, driver), "CONSALTINGUZ" (Germany, construction), "International People Placement Gmb-H" (Germany, butcher), "ARYA" (Turkey, construction), "PROUD PARTNERS" (Japan, driver), "JOHO VENTURE" (lift operator), "LATVIA CERTIFICATE CENTRE" (welder qualification, forklift operation and metalworking);

Initiating free German, Korean, and Japanese language courses at one technical school in each district of the Namangan region through the Migration Agency, reaching a total of 1,000 students this year;

Placing 20,000 citizens in high-income jobs abroad.
