Elimination of bureaucracy – 2030
The “Elimination of Bureaucracy — 2030” programme is being implemented on the initiative of the President of the Republic of Uzbekistan in accordance with Decree No. PF-68 dated 28 November 2025 “On Organisational Measures for Digital Transformation and Enhancing the Efficiency of Public Administration”. The programme aims to modernise the public administration system, reduce excessive bureaucratic procedures, and improve the quality and accessibility of public services for citizens and businesses.
Achieving these objectives will improve the quality of dialogue between the state and citizens, ensure transparency and accountability among public officials, and create conditions for the transition towards digital democratic governance based on objective standards and measurable results.
The urgency of the reform is driven by the growing demand for public services. Since the beginning of 2026 alone, more than 24 million services have been delivered through the my.gov.uz portal. At the same time, excessive documentation requirements and overly complex administrative procedures remain in areas such as business registration, licensing, social benefit administration, and property rights registration, necessitating comprehensive systemic reform.
