Responsibilities and functions of the Treasury
The main tasks of the Treasury are:
Cash execution of the state budget, liquidity management of the Single Treasury Account (hereinafter referred to as the TSA);
Management of funds from the budget system of the Ministry of Economy and Finance of the Republic of Uzbekistan (hereinafter referred to as the Ministry of Economy and Finance) on the TSA in national and foreign currency and on other bank accounts;
Maintaining public procurement policy and improving the field based on practice, as well as taking into account legal obligations under the budgets of the budget system;
Analysis and accounting of treasury execution of the state budget;
Providing treasury services to state-owned enterprises, the founder of which is a budgetary organization;
In accordance with the tasks assigned to it, the Treasury performs the following functions:
a) On cash execution of state budget funds, cash management of the cash flow:
Cash execution of the state budget, including the distribution of income between different levels of budgets, execution of estimates of budget organizations and recipients of budget funds;
manages funds for the CSA of the State budget, which ensures the prevention of a cash gap between income and expenses of the relevant budgets;
prepares short-term forecasts of revenues and expenses of the republican and local budgets in the process of executing the state budget;
transfers the amounts of interbudgetary transfers and other payments provided for in higher budgets to personal treasury accounts of lower budgets on the basis of relevant documents submitted by financial authorities, within the limits of available funds in the relevant budgets;
transfers funds from the budgets of the budgetary system and other extra-budgetary funds to the appropriate bank accounts for the payment of wages and other equivalent payments, as well as other payments payable in cash by budgetary organizations and recipients of budgetary funds in accordance with the law;
makes proposals to the Ministry of Economy and Finance on the automation and digitalization of treasury operations by reducing the human factor in treasury operations;
keeps records of financial obligations of budgetary organizations and recipients of budgetary funds on the basis of electronic invoices and other documents confirming the status of delivery of goods (works, services) or obliging budgetary organizations and recipients of budgetary funds to transfer budgetary funds for taxes, fees and mandatory payments to the state budget and government special purpose funds;
ensures compliance with payment discipline by directly depositing payments into the bank accounts of suppliers of goods (works, services) within the limits of the balance of available funds in the relevant budgets on behalf of budgetary organizations, recipients of budget funds, state special funds and extra-budgetary funds and on their instructions the amounts provided for in other documents , imposing the obligation to transfer budget funds to the accounts of legal entities and individuals within the funds provided for by estimates and registered agreements;
temporarily places available funds from the budgets of the budget system in bank deposits and other assets in the prescribed manner;
transfers funds in the prescribed manner from the ESA account or other Treasury accounts to the bank accounts of legal entities and individuals in accordance with a court decision, as well as funds for compensation for damage caused to citizens or legal entities as a result of illegal actions or inaction of government bodies or officials these;
introduces cost estimates for financing from the reserve fund of the Cabinet of Ministers on the basis of decisions and resolutions of the President of the Republic of Uzbekistan and the Cabinet of Ministers;
registers contracts in the prescribed manner for the further development of public-private partnerships in the field of preschool education and makes payments based on payment orders;
makes proposals for improving industry regulations based on practice;
b) for managing funds from budgets of the budget system in national and foreign currency and other bank accounts in the Single Treasury Account of the Ministry of Economy and Finance:
opens and closes personal treasury accounts in foreign currency for budget organizations and recipients of budget funds;
keeps records of foreign currency income and expenses of budgetary organizations and recipients of budgetary funds and provides settlement and cash services;
repays debts and loans of international financial institutions and foreign government financial organizations attracted from foreign currency funds, and pays membership fees to international financial institutions and organizations, payments of which are carried out by the Ministry of Economy and Finance on the basis of decisions of the Cabinet of Ministers of the Republic of Uzbekistan;
will repay the debt from the Guarantee Fund, subject to its collection from debtor organizations in cases where organizations that have debt on projects and programs financed from public debt, or refinance banks, in the event of their failure to repay the debt on time and in full ;
manages foreign exchange funds, places funds in foreign currency, distributes budget loans and subsidies;
conducts transactions with international financial institutions and foreign and local banks on derivative financial instruments (derivatives);
c) On implementing public procurement policies and improving the industry based on practice, as well as on registering and accounting for legal obligations under the budgets of the budget system:
takes the necessary measures and develops proposals for further improvement of regulatory legal documents related to public procurement;
gives appropriate recommendations and instructions to government customers and business entities on the implementation of public procurement and participation in them;
analyzes and discloses information on public procurement by government customers;
develops proposals for digitalization of public procurement;
provides recommendations and instructions to operators of the electronic public procurement system on the organization and implementation of public procurement.
The budget system of budget organizations and recipients of budget funds carries out mandatory registration of contracts concluded at the expense of budget funds, including budget funds aimed at financing the defense complex and law enforcement agencies, based on verification of the amounts indicated in the cost estimate and in accordance with economic classification codes by cost group, in the standard form of which a questionnaire (check sheet) is used;
controls procurement of government customers;
d) on analysis and accounting of treasury execution of the state budget:
maintains accounting and reporting on treasury execution of the State budget, generates, processes and analyzes information on the execution of the State budget;
provides information on cash flows in the single treasury account to the Ministry of Economy and Finance in electronic form on a daily basis;
keeps records of budget revenues of the relevant budget system by source;
on the basis of primary documents, maintains analytical and synthetic accounting of the treasury execution of the State budget
based on the collection, processing and analysis of information on the execution of budgets of the budget system, generates an analytical summary report on the cash execution of budgets of the budget system and submits it to the Ministry of Economy and Finance within the established time frame;
monitors all types of humanitarian aid arriving in the Republic of Uzbekistan;
e) for the provision of treasury services to state enterprises, the founder of which is a budgetary organization:
opens and closes personal treasury accounts for income and expenses of state enterprises, the founder of which is a budgetary organization and provides them with services in the information system of the Ministry of Economy and Finance;
Places temporarily available funds of state enterprises, the founder of which is a budgetary organization, on deposits of commercial banks;
carries out the collection of all funds into the State budget through collection orders from State enterprises, the founders of which are budgetary organizations that have not fulfilled their obligations to the State;
f) In carrying out transactions with international financial organizations and foreign and local banks on derivative financial instruments (derivatives):
may perform other functions in accordance with the law.
the functions of territorial treasury divisions are determined by regulations approved by the Chairman of the Treasury Service Committee.
