The State Assets Management Agency of the republic of Uzbekistan

A meeting dedicated to the thirty third anniversary of the adoption of the Constitution of the Republic of Uzbekistan and “9 December – International Anti-Corruption Day” took place at the State Assets Management Agency (UzSAMA). The event brought together employees of UzSAMA’s central office, its territorial departments and subordinate organizations. The meeting was chaired by the Deputy Director of UzSAMA and featured invited speakers Professor Salomat Niyozova of Tashkent State University of Law, Doctor of Law, and Associate Professor Rafik Shakurov of the Institute for Retraining and Advanced Training of Legal Personnel, Candidate of Legal Sciences.

During the meeting, participants discussed the substance and significance of the wide ranging reforms being carried out in the country in connection with the thirty third anniversary of the Constitution, as well as the role of the principles enshrined in its revised edition, respect for human dignity, equality, freedom and justice in public administration and public life. The responsibility of UzSAMA employees to communicate these values to society was also emphasised.

Rafik Shakurov noted that the new edition of the Constitution has established a solid legal foundation for the deeper practical implementation of democratic principles. He highlighted the importance of the provisions relating to transparency in state bodies, the protection of citizens’ rights and freedoms, the inviolability of property and the support of entrepreneurship. According to him, these constitutional principles must become an integral part of UzSAMA’s daily operations.

The second part of the meeting devoted to efforts aimed at eliminating corruption, including activities carried out within the framework of the Anti Corruption Month. It was noted that in 2025 a total of 375 employees of UzSAMA’s central office and territorial departments completed training through the Virtual Academy for Anti Corruption. The system of UzSAMA has also introduced updated internal procedures and documents aimed at enhancing transparency and preventing conflicts of interest.

Speaking on this topic, Salomat Niyozova addressed the social consequences of corruption, the importance of openness and accountability in public service, and international practices for preventing conflicts of interest. She underscored the need to improve the legal awareness of staff in order to strengthen the culture of integrity within the system.

In conclusion, it was noted that preventing and eliminating corruption and ensuring transparency in the work of state bodies remain constant priorities for UzSAMA. It was also highlighted that efforts to implement the principles of the Constitution, strengthen public trust and increase openness in public administration will continue consistently.
