Information has been circulated on social media that Mahmudov Sherzodbek Bahromovich, a resident of Baliqchi District, sent a video appeal to Saida Mirziyoyeva, Head of the Administration of the President of the Republic of Uzbekistan, Komil Allamjonov, Deputy Head, and Sherzod Asadov, Press Secretary.
The issues raised in the appeal were reviewed by the relevant responsible officials.
It was established that Mahmudov Sherzodbek Bahromovich was born on 16 March 1987 and resides at 17 Omonariq Street, Apartment 18, Omonariq Mahalla, Baliqchi District.
The citizen has submitted a total of 8 appeals through the Virtual Reception of the President. The appeals concerned the reception of the district/city prosecutor (or deputy prosecutor), medical and social rehabilitation, the actions of the hokim’s assistant, the actions and activities of the mahalla chairperson, problems related to refilling gas cylinders, and the quality of medical services.
According to the results of the review, 5 of these appeals were resolved positively, while 2 were resolved through the provision of legal explanations.
It was established that the citizen’s current main concern relates to a structure constructed in an area designated as a fire-safety access route for multi-storey residential buildings, as well as within the territory of General Education School No. 39.
The matter was reviewed by the Construction Control Inspectorate of Andijan Region. The review established that the structure had been constructed without the relevant permits required under the established procedure. Accordingly, an administrative measure was applied to the citizen in accordance with the procedure established by law.
Nevertheless, the citizen has requested that cadastral documents be issued for the structure.
It should be noted that cadastral registration of construction facilities and state registration of rights to such facilities are carried out in accordance with the requirements of the applicable legislation. In doing so, the legality of the construction, the right to the land plot, and the availability of other required documents are taken into consideration.
Therefore, the issue of formalising cadastral documents for an object constructed in violation of legal requirements and affecting an area designated as a fire-safety access route and the territory of an educational institution must be resolved in accordance with the requirements established by law.
The citizen has been provided with legal explanations regarding this matter based on the requirements of the applicable legislation.
The issue raised in the appeal has been placed under the supervision of the relevant organisations within the framework of the law. Further work will continue to ensure the citizen’s rights and legitimate interests and to provide an objective legal assessment of the matter.
