In connection with an appeal published on social media concerning the staffing issue in the Department of Preschool and School Education of Baliqchi District, as well as matters related to managerial powers, we would like to state the following.

First of all, the appointment of Kamoliddin Toshpo‘latov to the position of Head of the School Activities Coordination Division — Deputy Head of the Department of Preschool and School Education of Baliqchi District was not made on the basis of a decision or order of the district hokim. The appointment was made pursuant to the relevant order issued by the Head of the Andijan Regional Department of Preschool and School Education on August 7, 2026.

In this regard, Baliqchi District Hokim Jasurbek Abdurayimov held a meeting with the participation of heads of general education schools and preschool educational institutions. The meeting addressed issues related to further improving the quality of education, jointly resolving existing challenges, and ensuring close cooperation within the education system.

Interpreting this meeting as the appointment of someone to a managerial position or as a restriction of the powers of the current head is unfounded.

We also note that Nazokatkhon Hakimova has served as Head of the Department of Preschool and School Education of Baliqchi District since 2020. Her managerial powers continue in accordance with the established procedures and applicable legislation. The district hokimiyat consistently treats Nazokatkhon Hakimova’s dignity, reputation and status as a head with due respect.

The district hokimiyat values the professional activities of all heads and employees working in the education system and is interested in cooperating with them to improve the quality and effectiveness of education.

At the same time, regarding certain opinions and claims expressed on social media, we believe it is inappropriate to draw conclusions affecting the honor and dignity of any individual without relevant documents and conclusions from authorized organizations.

The district hokimiyat will continue its consistent cooperation with the Andijan Regional Department of Preschool and School Education and the heads of educational institutions, while strictly adhering to the principles of legality, transparency, professional discipline and mutual respect.

The main goal is not personal relations, but improving the quality of education in Baliqchi District, creating decent conditions for teachers and education professionals, and ensuring quality education for young people.
