In 2025–2026, large-scale construction and repair works are being carried out in Baliqchi District to improve living conditions, develop the infrastructure of mahallas and social facilities, modernize engineering and communication networks, and improve public spaces.

In 2026, a total of 83.6 billion soums has been allocated for these purposes.

In 2025, construction, reconstruction and repair works were carried out for a total of 128.0 billion soums.

1. Investment Programme

In accordance with Resolution No. PP-393 of the President of the Republic of Uzbekistan dated 27 December 2025, construction and repair works are planned at 5 facilities in Baliqchi District in 2026, with a total allocation of 31.4 billion soums.

Construction and repair works are currently underway at all of these facilities.

2. “Mahalla in the Image of New Uzbekistan” and “Difficult Mahalla” Programmes

A total of 6 citizens' assemblies of mahallas have been included in these programmes:

• “Mahalla in the Image of New Uzbekistan” — Guravon and Farovon;

• “Difficult Mahalla” — Olmas, Sirmoq, Tumor and Eskimarkaz.

A total of 22 billion soums has been allocated to these six mahallas to develop entrepreneurship and improve infrastructure.

Guravon Mahalla

The planned works include:

• installation of 3 transformers;

• construction of 10.5 km of electricity networks;

• asphalting of 8.8 km of internal roads;

• reconstruction of 1 drinking-water well;

• construction of 6.0 km of drinking-water networks;

• construction of 1.2 km of pedestrian pathways;

• installation of 60 street lights.

The following works have already been carried out:

• renovation of the mahalla administrative building;

• complete renovation of the rural medical point;

• improvement of the cemetery and reconstruction of its surrounding walls;

• repair of public roads;

• construction of 2.0 km of pedestrian pathways;

• construction of a mini-football field;

• gravel surfacing of 1.5 km of internal roads;

• installation of 40 concrete poles;

• repair works in more than 200 households;

• improvement of more than 4.0 km of internal roads;

• cleaning of 1.5 km of internal drainage channels and irrigation ditches.

Farovon Mahalla

The planned works include:

• installation of 3 transformers;

• construction of 9.0 km of electricity networks;

• asphalting of 10.9 km of internal roads;

• reconstruction of 1 drinking-water well;

• construction of 1.0 km of drinking-water networks;

• construction of 1.3 km of pedestrian pathways;

• installation of 40 street lights.

Tender procedures are currently being conducted to select design and contracting organisations.

Olmas Mahalla

The plan includes:

• 2 transformers;

• 6.2 km of electricity networks;

• asphalting of 5.85 km of internal roads.

Completed works:

• 12 concrete poles installed;

• 0.4 km of SIP cable installed;

• 400 metres of internal irrigation channels cleaned;

• 200 metres of pedestrian pathway constructed;

• 5.0 km of internal roads asphalted.

Eskimarkaz Mahalla

The plan includes:

• 3 transformers;

• 12.0 km of electricity networks;

• asphalting of 4.4 km of internal roads.

Completed works include landscaping and improvement of residential areas, cleaning of households, tree shaping and cultivation of household plots. Trees in front of 37 households have been whitewashed, 28 reinforced-concrete poles have been installed, and 3.0 km of internal roads have been asphalted.

Tumor Mahalla

The plan includes:

• 2 transformers;

• 7.0 km of electricity networks;

• asphalting of 5.0 km of internal roads;

• reconstruction of 1 drinking-water well.

Completed works:

• 0.4 km of the Omonariq canal was concreted;

• 300 metres of the canal were cleaned;

• 32 concrete poles were installed;

• 1 transformer was installed;

• 1.6 km of SIP cable was installed;

• 1.5 km of internal roads were gravelled.

Sirmoq Mahalla

The plan includes:

• 2 transformers;

• 5.0 km of electricity networks;

• asphalting of 7.9 km of internal roads.

Completed works:

• 3.1 km of internal roads were gravelled;

• 12 concrete poles were installed;

• 450 metres of pedestrian pathway were constructed through community volunteer work.

3. Driver Projects

Public Recreation Area along the “Qora Kanda” Collector

A modern public recreation area is being established along a 1,200-metre section of the “Qora Kanda” drainage channel passing through the territories of Islomobod, Oqqo‘rg‘on and Markaz mahallas.

A total of 3.7 billion soums has been allocated from the Republican Budget. In addition, works worth 5.0 billion soums are planned to be carried out through contributions from residents and entrepreneurs.

The project is expected to create:

• 135 new jobs;

• 20 retail and service facilities;

• 14 individual entrepreneurship entities.

24/7 Driver Project in Eskimarkaz Mahalla

A modern 24/7 facility is being established in the area of fish farms at the entrance to the district from Namangan Region to promote tourism, entrepreneurship and recreational opportunities for residents.

The project value is 2.53 billion soums.

The project includes:

• asphalting 0.6 km of internal roads;

• installation of 160 modern street lights;

• installation of metal fencing along 1.6 km of roads;

• construction of 1.6 km of pedestrian pathways;

• installation of 250 benches.

Industrial Zone in Sarnavul Mahalla

An industrial zone is being established on an area of 10 hectares in Sarnavul Mahalla.

A total of 5.65 billion soums has been allocated for the project, including:

• asphalting 1.5 km of roads;

• installation of 1.5 km of drainage channels;

• installation of 2 transformers;

• construction of 1.5 km of electricity networks;

• construction of 1.5 km of drinking-water and wastewater networks.

4. “Participatory Budget” Programme

During the first season of the 2026 “Participatory Budget” programme, construction and repair works are planned at 13 facilities in Baliqchi District, with a total allocation of 18.4148 billion soums.

Design work has been completed, and tender procedures are currently being conducted to select contracting organisations.

The implementation of these projects contributes to the development of engineering, communication and social infrastructure, creation of comfortable living conditions, support for entrepreneurship, creation of new jobs and further improvement of mahallas in Baliqchi District.
