Dear residents of Baliqchi District and our valued guests,

At the initiative of the esteemed President of the Republic of Uzbekistan, significant measures have been introduced to ensure peace and public security, fundamentally improve the crime prevention system, and define clear responsibilities for officials in this field.

Accordingly, since last year new mechanisms aimed at maintaining peace and public order have been introduced in our district, and their positive results are already evident in our daily lives.

Enhancing the effectiveness of social prevention has been identified as a priority. Through the implementation of targeted preventive measures in mahallas, efforts are being made to eliminate the causes and conditions that contribute to crime and to create a safe environment on every street, in markets, and in public places throughout the district.

To strengthen crime prevention, modern facial recognition surveillance cameras have been installed in crowded public places, schools, and at the entrances and exits of apartment buildings in mahallas. Markets, commercial facilities, and residential homes have also been placed under security protection to ensure public safety.

According to the analysis, a total of 131 crimes were registered during the first six months of 2026, which is 7 fewer cases, or 5.1 percent less, compared to the same period last year.

Of the registered crimes, 44 cases, or 33.6 percent, were crimes that could have been prevented.

Of all recorded crimes, 71 cases (54.2 percent) were detection-based crimes, while 16 cases (12.2 percent) were crimes related to information technologies.

Although the overall crime rate has declined, certain categories of crime have increased, including domestic violence (1/4), theft (4/13), fraud (7/8), and sexual offences (0/1).

The number of murders (1/1) and cases involving grievous bodily harm (2/2) remained at the same level as in the corresponding period of the previous year.

At the same time, the district achieved a reduction in crimes involving moderate bodily injury (3/2), minor bodily injury (7/2), and road traffic incidents (13/8).

At the end of the first half of the year, 3 mahallas were classified as "Red", 10 mahallas as "Yellow", and 53 mahallas as "Green".

Due to insufficient preventive work and the lack of coordinated joint efforts in crime prevention, the mahallas of Oqqo‘rg‘on, Yangi Hayot, and Ko‘l were classified as "Red" mahallas.

Furthermore, in recent years there has been an increase in offences involving the use of cold weapons or objects that may be used as cold weapons to inflict bodily harm. Therefore, the special preventive campaign "Tig" is being conducted regularly throughout the district.

As emphasized by our President, the priority is not merely to address the consequences of crime but to eliminate its root causes and the conditions that enable offences to occur. Achieving this goal requires the joint efforts of all of us.

It is essential to pay particular attention to resolving the family, social, financial, and psychological problems that often lead to offences and crimes, while also fostering a strong culture of lawfulness and immunity against crime in every citizen from childhood.
