About agency
In order to effectively implement the existing scientific and technical potential through the use of innovative space technologies in various sectors of Uzbekistan’s economy, the Decree of the President of the Republic of Uzbekistan “On the Development of Space Activities in the Republic of Uzbekistan” was signed on August 30, 2019. In accordance with this decree, the Space Research and Technology Agency (“Uzbekcosmos” Agency) was established.
The main tasks of “Uzbekcosmos” were defined as follows:
Development and implementation of a unified state policy and strategic directions in the field of space research and technologies;
Development and implementation of state programs for the development of the space sector in the Republic of Uzbekistan;
Preparation of proposals for improving legislation in the field of space activities, space research, and technologies, including drafting regulatory legal acts;
Exercising state control over compliance with legislation in the field of space activities in order to ensure proper development of the sector and the performance of related works and services;
Development and implementation of comprehensive measures for the advancement of space sector infrastructure, space research and technologies, scientific research, experimental design, and innovation activities;
Organization of training, retraining, and advanced professional development of personnel in all areas of space activities, including in leading foreign higher education institutions;
Assisting government bodies in improving efficiency in solving tasks through the use of stratospheric and other unmanned aerial vehicles, as well as Earth remote sensing and satellite communication spacecraft;
Implementation of international cooperation in the field of space research and technologies;
Development of cooperation with international financial institutions, donor countries, companies, and banks, together with relevant ministries and agencies, in order to attract foreign investments and advanced technologies into the space sector, including on the basis of public-private partnerships;
Ensuring broad involvement of local commercial entities, manufacturers, and financial resources in the implementation of projects on the introduction of space and satellite technologies;
Encouraging commercialization of certain areas of space activities.
Based on the above-mentioned Decree, a Roadmap for the Development of the Space Sector in the Republic of Uzbekistan for 2019–2020 was approved. It included the following priority areas:
Formation of a legislative framework in the field of space research and technologies;
Development of ground-based space infrastructure;
Establishment of a personnel training system for the development of the space sector;
International cooperation;
Broad promotion of achievements in the space sector.
In order to carry out space monitoring activities and ensure effective use of space activity results in socio-economic development, science, defense, and security through the application of modern technologies, the Cabinet of Ministers of the Republic of Uzbekistan adopted a Resolution on May 20, 2022, titled “On Measures to Further Improve the Activities of the Space Research and Technology Agency.” In accordance with this resolution, the “Space Monitoring and Geoinformation Technologies Center” was established under the Agency.
Its main tasks were defined as follows:
Conducting space monitoring;
Carrying out Earth remote sensing via satellite systems, including receiving, storing, processing, and transmitting data;
Providing space-related services (processing space activity results and delivering them to individuals and legal entities, consulting services on space-related matters, and others);
Conducting scientific and innovative activities in the field to widely introduce advanced technologies into the space sector;
Assisting in improving efficiency in economic sectors, defense and security fields, and socio-economic activities of regions through space and geoinformation technologies, as well as unmanned aerial vehicles.
The Center may provide space monitoring services, satellite and UAV-based Earth remote sensing data, and other space-related services to government bodies, organizations, business associations, local executive authorities, individuals, and legal entities on a contractual basis.
By the Resolution of the President of the Republic of Uzbekistan dated November 23, 2022, “On Additional Measures for the Further Development of the Space Sector,” the State Space Monitoring Program for 2023–2024 was approved.
Within the main directions of the Program:
In the field of agriculture – identification of the current status of land use, types of crops (cotton and wheat), actual sown areas, cases of unauthorized land occupation, and illegally constructed buildings and structures. In 2023, work was carried out in Samarkand and Fergana regions. In 2024, the program was expanded to 8 regions of the republic.
In the field of land relations – detection of unauthorized occupation of land plots and construction of buildings and structures on illegally occupied land. In 2023, work was conducted in Tashkent, Syrdarya, Jizzakh, Bukhara, Samarkand, and Fergana regions. In 2024, activities covered all regions of the Republic of Uzbekistan.
In the forestry sector – determination of forest-covered area boundaries, identification of areas damaged by forest fires, detection of unauthorized land occupation and illegal construction on forest fund lands. In 2023, work was conducted in Samarkand, Fergana, Jizzakh, Tashkent, and Andijan regions. In 2024, activities were implemented in 8 regions of the republic.
In the field of geology – detection of unauthorized use of subsoil resources and unjustified or improper use of areas containing mineral deposits. Activities are planned to be carried out across all regions of Uzbekistan during 2023–2024.
In the field of ecology – identification of cases where waste storage sites exceed designated boundaries, emergence of new illegal waste zones, unauthorized occupation of protected natural areas, and illegal construction activities. In 2023, work was carried out in Syrdarya, Khorezm, Bukhara, Jizzakh, Tashkent, and Samarkand regions. In 2024, activities were conducted in 12 regions of the republic.
In the water management sector – monitoring water level regimes in reservoirs and sediment accumulation dynamics, as well as identifying unauthorized land occupation and illegal construction within water protection zones. By the end of 2023, space monitoring was conducted at 25 reservoirs across Uzbekistan. In 2024, the program was expanded to cover 35 reservoirs nationwide.
