The Presidential Decree "On Additional Measures to Expand the Use of Aerospace Data in Economic Sectors and Improve the Management System in Lower-Level Agriculture" (No. PD-177 September 26, 2025) was adopted.
According to the Decree, beginning January 1, 2026, the Agency for Space Research and Technology (the Agency) will conduct state space monitoring at least three times a year to identify the following situations:
in geology – unauthorized use of subsoil resources, including those extending beyond the area specified in the permit; in land relations – unauthorized occupation of land plots and construction of buildings and structures on them; in ecology – exceeding the designated area at existing waste storage facilities, as well as the creation of new illegal waste disposal zones.
Starting March 1, 2026, authorized bodies will submit data on violations they identify electronically online in the relevant areas through integration with the SGM platform. This information will include details of warnings issued, violations rectified, and document reviews by prosecutorial and justice authorities.
This document also establishes a procedure for identifying illegal tree logging through space monitoring. Specifically, starting in 2026, illegal tree logging will be identified throughout the country at the end of each calendar year using space monitoring capabilities.
Starting in 2026, the following pilot projects will be implemented:
in the energy sector – by the Ministry of Energy, utilizing the Agency's capabilities: Aerospace monitoring of high-voltage power transmission networks in the Buka district of Tashkent region will be conducted by August 1, 2026, to enable early detection of faults in power transmission networks;
To develop green energy, areas promising for the installation of solar panels and achieving high efficiency will be identified in Surkhandarya region by October 1, 2026;
In the transport sector, in order to transition to operational monitoring of railway conditions, the Ministry of Transport will conduct aerospace monitoring on the Tashkent-Angren railway line by October 1, 2026, using the Agency's capabilities.
Furthermore, according to the Resolution, if illegal tree felling is detected based on satellite monitoring data, the Ministry of Ecology, Environmental Protection, and Climate Change and the Forestry Agency will: organize an on-site investigation within five days of receiving the information and upload supporting documents to the SGM platform via integration; and provide information to the Agency within one day of taking appropriate action.
From March 1, 2026, this information will be uploaded to the SGM platform digitally via integration. Starting March 1, 2026, to limit negative phenomena such as stubble burning and its residues on land cleared of grain crops and to develop control systems, the Ministry of Ecology, Environmental Protection, and Climate Change will: organize an annual on-site survey within one day of reporting stubble burning incidents.
Starting July 1, 2026, a regional ranking of khokimiyats, ministries, and agencies based on the effectiveness of the Agency's aerospace data use will be launched.
