The Uzbekcosmos Agency is against corruption!

Today, our country is working on the basis of such lofty ideas as the introduction of a modern and effective management system, the formation of a spirit of absolute intolerance to all forms of corruption among civil servants, and the unconditional provision of the interests of the people. Of course, the fundamental principle of these reforms is the priority idea put forward by our esteemed President: “The people should serve the state bodies, not the state bodies,” which serves as the main principle.
In this regard, in order to achieve true effectiveness of the reforms, it is of particular importance to consistently ensure the effectiveness of the fight against corruption in every sphere of the state and society. An analysis of foreign practice has shown that in countries with a market economy based on laws, one of the important tools for ensuring the effective operation of state and private sector participants in the fight against corruption in accordance with international standards, legislation, and other modern methods is the organization of a compliance control system for combating corruption.
Anti-corruption compliance control is a preventive system that organizes the activities of state and economic management bodies, business entities in accordance with international standards, laws and other regulatory legal acts in the field of combating corruption, and includes timely identification and elimination of corruption risks, conflicts of interest, reporting on violations of the law and corruption-related offenses.
The Decree of the Head of our state “On measures to further improve the system for combating corruption in the Republic of Uzbekistan” established the task of introducing an anti-corruption compliance control system in enterprises and organizations with a state share in the authorized capital and systematically monitoring its effectiveness as one of the main tasks in this area.
Based on this, an antitrust compliance system was introduced in the Uzbekcosmos Agency and its subsidiary, the Center for Space Monitoring and Geoinformation Technologies LLC, and a regulation on its operation was approved. Its main tasks were as follows.
In particular, monitoring violations of the requirements of competition legislation, analyzing materials related to activities, reviewing internal documents aimed at identifying norms that restrict the rights and interests of consumers, developing measures to eliminate identified shortcomings, coordinating interactions with other structural units on issues related to the operation of the antitrust compliance system, organizing internal studies related to violations of the requirements of competition legislation, etc.
At the same time, the Center for Space Monitoring and Geoinformation Technologies LLC regularly conducts training seminars and trainings among its employees to prevent violations of competition law and regularly improve their skills in this area.
In short, the introduction of a “compliance control” system to combat corruption in the organization serves a number of effective factors. In particular, this system is important in that it serves to timely identify and eliminate corruption risks, eliminate their consequences, the causes and conditions that allow them, and reduce them to a minimum.
The Uzbekcosmos Agency and its subsidiary, the Center for Space Monitoring and Geoinformation Technologies LLC, will continue to fight this scourge.
