Today, our country is pursuing initiatives grounded in high-level objectives: the implementation of a modern and efficient governance system, the cultivation of a mindset of zero tolerance toward all forms of corruption among civil servants, and the unconditional safeguarding of the people's interests. At the core of these reforms lies a fundamental principle—a key idea championed by our esteemed President: "State institutions should serve the people, not the other way around."
In this context, ensuring the consistent effectiveness of anti-corruption efforts across all sectors of the state and society is of paramount importance for achieving tangible results from these reforms. An analysis of international practices reveals that in countries with market economies governed by the rule of law, a vital mechanism for combating corruption—enabling both public and private sector entities to operate effectively in alignment with international standards, legislation, and modern best practices—is the establishment of an internal anti-corruption compliance control system. Anti-corruption compliance control is a preventive system designed to ensure that the activities of state and economic management bodies, as well as business entities, align with international standards, laws, and other regulatory legal acts pertaining to the fight against corruption. It encompasses the timely identification and mitigation of corruption risks and conflicts of interest, as well as the reporting of legal violations and corruption-related offenses.
In accordance with the Decree of the Head of State "On Measures to Further Improve the Anti-Corruption System in the Republic of Uzbekistan," a key objective established for this sphere is the implementation of anti-corruption compliance control systems within enterprises and organizations in which the state holds a share in the authorized capital, along with the systematic monitoring of the effectiveness of these systems.
In light of this, an anti-corruption compliance system has been introduced within the "Uzbekcosmos" Agency and the "Center for Space Monitoring and Geoinformation Technologies" (established by the Agency), and a regulation governing its operational procedures has been approved. The primary tasks of this system are defined as follows: These tasks include, in particular: monitoring for violations of competition legislation; analyzing materials related to the organization’s activities; auditing internal documents to identify provisions that may restrict the rights and interests of consumers; developing measures to rectify any identified shortcomings; coordinating with other structural units on matters concerning the operation of the anti-monopoly compliance system; and organizing internal investigations into potential violations of competition legislation, among others.
Furthermore, the Center for Space Monitoring and Geoinformation Technologies regularly conducts training seminars and workshops for its staff, aimed at preventing violations of competition legislation and continuously enhancing their professional qualifications in this area.
In short, the implementation of a compliance control system—focused on combating corruption—serves as an effective mechanism with a range of positive outcomes. In particular, this system is significant in that it serves to identify and curb corruption risks in a timely manner, eliminate their consequences as well as the underlying causes and conditions that facilitate them, and reduce such risks to a minimum level.
