Information on the Implementation of the Project “Loan 4426-UZB: Rural Roads Resilience Sector Project ” with the Participation of the Asian Development Bank

I. Brief Description of the Project Legal basis: Resolution of the President of the Republic of Uzbekistan No. PQ-157 dated 15 April 2024.  
Loan amount: USD 240 million. 
Loan agreement: signed on 29 December 2023; entered into force on 25 April 2024. 
Loan closing date: 25 April 2032.  
For reference: ADB provides a loan of USD 240.0 million for 25 years, including a 5-year grace period, at an annual interest rate of 2%.  
Project implementation period: 9 years (2024–2032), including 4 years of construction (2024–2027) and 5 years of maintenance and operation (2028–2032).  
Project capacity: construction of 841 km of local and internal roads with cement-concrete pavement. 
For reference: — Phase II — 150 km, of which: Jizzakh region — 83 km; Syrdarya region — 67 km. — Phase III — 691 km, of which: Republic of Karakalpakstan — 62 km; Khorezm — 67 km; Bukhara — 61 km; Navoi — 61 km; Samarkand — 60 km; Kashkadarya — 61 km; Surkhandarya — 65 km; Tashkent — 59 km; Fergana — 62 km; Namangan — 62 km; Andijan — 71 km.  
II. Current Status

1) Consulting Services for Construction Supervision

(5 clusters; total budget — USD 6.764 million; of which Cluster 1 — Jizzakh, Syrdarya and Tashkent regions — USD 1.408 million)

— On 08.02.2024, tenders were announced for construction supervision (CSC) in Syrdarya, Jizzakh and Tashkent regions.

— On 03.12.2024, the “Avtoyolinvest” Agency and the consulting company “Yo’linjiniringloyiha” concluded a contract for construction supervision services in the amount of USD 1,238,638.

— On 18.12.2024, a notice was sent to commence construction supervision in Syrdarya, Jizzakh and Tashkent regions.

— Construction supervision is currently being carried out in Syrdarya and Jizzakh regions.  
 

2) Consulting Services for Subproject Preparation

(budget — USD 2.35 million)

For reference: According to ADB requirements, preparation of Due Diligence reports for Phase III (verification of the formed list of internal roads for compliance with ADB requirements and assessment of economic, environmental and social impacts) shall be carried out by the Subproject Preparation Consultant with subsequent agreement by ADB. 
— On 23.01.2024, tenders for selecting an international Subproject Preparation Consultant (SPC) were announced on the ADB and the Committee for Roads websites.

— On 14.02.2025, a letter was sent to “DONGSUNG ENGINEERING CO. LTD” regarding contract conclusion.

— On 18.03.2025, the “Avtoyolinvest” Agency and “DONGSUNG ENGINEERING CO. LTD” concluded a contract for SPC services in the amount of USD 2,315,380.

— On 25.03.2025, a notice was sent to commence the preparation of Phase III Due Diligence reports.

— Mobilization is currently underway in the regions; compliance of the formed list of local and internal roads with ADB requirements is being examined in Samarkand, Bukhara, Navoi, Kashkadarya, Surkhandarya, Khorezm and the Republic of Karakalpakstan. 

3) Consulting Services for Project Management (PMC)

(budget — USD 2.478 million)

— On 22.02.2024, tenders for selecting an international Project Management Consultant (PMC) were announced on the ADB and the Committee for Roads websites.

— On 14.04.2025, the “Avtoyolinvest” Agency and the consortium “SAMAN CORPORATION & KYONG DONG ENGINEERING CO. LTD” concluded a contract for PMC services in the amount of USD 2,419,979.

— On 21.04.2025, a notice was sent to commence PMC services. — Since 02.05.2025, the consultant has been carrying out mobilization activities.

— On 27.05.2025, an initial periodic report was prepared and submitted to ADB.

— At present, based on ADB requirements and contract terms, the consultant has prepared a semi-annual social monitoring report for July–December 2024, which has been approved by ADB. A semi-annual environmental and social monitoring report for January–June 2025 is being prepared. 

4) Selection of Contractors

a) Syrdarya Region (3 lots; total budget — USD 17.6 million)

— On 02.02.2024, tenders were announced for “Construction Works” (Package 2) across 3 lots.

— On 04.11.2024, a contract for Lot 1 in the amount of USD 5,242,954 was concluded with the joint venture “Nizomiddin Imkon Servis LLC

– Dineshchandra R. Agrawal Infracon Private Limited.”

— On 13.12.2024, a notice to commence works for Lot 1 was sent to the contractor.  
Retendering for Lots 2 and 3 (budget — USD 12.46 million)

— On 03.10.2024, due to the non-compliance of bidders’ qualifications (local contractors), the tender criteria were eased; the amended bidding documents were sent to ADB for concurrence. ADB requested additional changes.

— On 04.12.2024, retenders for Lots 2 and 3 were announced on the ADB portal and the official website of the Committee for Roads.

— On 13.06.2025, a contract RRRSP/CW02/Lot2 for USD 5,050,000 was concluded with LLC “Romiton Trans Yo’l Qurilish”; on 14.06.2025, the Engineer-Consultant sent a notice to commence works for Lot 2.

— On 11.06.2025, a contract RRRSP/CW02/Lot3 for USD 4,467,459 was concluded with the joint venture LLC “Me’yor Qurilish Asfalt” and LLC “2-Son MKK”; on 11.06.2025, a notice to commence works for Lot 3 was sent. 

b) Jizzakh Region (4 lots; total budget — USD 19.8 million)

— On 02.02.2024, tenders were announced for “Construction Works” (Package 1) across 4 lots.

— On 04.11.2024, a contract for Lot 1 in the amount of USD 5,766,500 was concluded with LLC “Trans Logistik.”

— On 13.12.2024, a notice to commence works for Lot 1 was sent to the contractor.  
 

Retendering for Lots 2, 3 and 4 (budget — USD 13.76 million)

— On 08.10.2024, due to the non-compliance of bidders’ qualifications (local contractors), the tender criteria were eased; the amended bidding documents were sent to ADB for concurrence. ADB requested additional changes.

— On 04.12.2024, retenders for Lots 2, 3 and 4 were announced on the ADB portal and the official website of the Committee for Roads.

— On 11.06.2025, a contract RRRSP/CW01/Lot2 for USD 4,238,339.94 was concluded with the joint venture LLC “Samarqand Uzbekgazsuv Qurilish” and JSC “AK-ZHOL” (Uzbekistan–Kazakhstan); on 01.08.2025, the Engineer-Consultant sent a notice to commence works for Lot 2.

— On 11.06.2025, a contract RRRSP/CW01/Lot3 for USD 2,906,540 was concluded with the joint venture LLC “Me’yor Qurilish Asfalt” and LLC “2-Son MKK”; on 11.06.2025, a notice to commence works for Lot 3 was sent.

— On 13.06.2025, a contract RRRSP/CW01/Lot4 for USD 5,044,214.75 was concluded with LLC “New Tech Samarkand”; on 04.08.2025, a notice to commence works for Lot 4 was sent.  
 

Works performed by contractors to date

Jizzakh region, Package 1, Lot 1

Contractor — LLC “Trans Logistik.”

Facility: Road 4K237 “M39 (km 1032) — Lalmiкor railway station — Oktosh town,” in Gallaorol district, km 12–38.

— Milling performed at km 4.7–26.275 (length 21.7 km).

— Earthworks performed on 20.2 km.

— Laying of sand-gravel mix (SGM) for the cement-treated base (CTB) performed on 19.5 km.

— Pilot laying of 100 m of CTB of grade M75.

— Reinforced-concrete pipes installed:

ПК 174+91 (Ø 1500 mm, twin-cell), L=18 m;

ПК 175+22 (Ø 1500 mm, twin-cell), L=18 m;

ПК 178+02 (Ø 1250 mm, triple-cell), L=14 m; backfilling and compaction in progress.

— Reinforced-concrete pipes installed and backfilled:

ПК 195+93 (Ø 1500 mm, single-cell), L=14 m;

ПК 200+90 (Ø 1000 mm, twin-cell), L=16 m;

ПК 210+75 (Ø 1250 mm, single-cell), L=14 m;

ПК 215+40 (Ø 1000 mm, single-cell), L=14 m;

ПК 227+56 (Ø 1000 mm, twin-cell), L=14 m;

ПК 244+70 (Ø 1000 mm, twin-cell), L=14 m. 
 

Material stocks (for M350 pavement):

— Sand 0–5 mm — 7,714 m³;

— Crushed stone 10–20 mm — 15,375 m³;

— Crushed stone 20–40 mm — 10,728 m³. 
RC pipes:

— Ø 1000 mm — 52 pcs (2 m each);

— Ø 1250 mm — 20 pcs (2 m each);

— Ø 1500 mm — 2 pcs (2 m each). 
Other:

— Road barriers, Group I, BDO-3 — 24 units;

— Geotextile 450 g/m² — 14,400 m²;

— Delineator posts — 280 pcs.

— The contractor has completed construction of a concrete plant with a capacity of 120 m³/hour.

— Two water wells of 210 m depth have been drilled and put into operation.

— Over 30 road-building and special machines have been mobilized (including a recycler and a cement spreader).  
 

Jizzakh region, Package 1, Lot 2

Contractor — JV LLC “Samarqand Uzbekgazsuv Qurilish” and JSC “AK-ZHOL.” Facility: Internal road “G’obdin village,” km 0–26, Gallaorol district.

— Preparation of design-estimate documents and mobilization are in progress.

— Construction of the base and concrete plant is underway.

— Milling of existing asphalt concrete pavement is being carried out on ПК117+00– ПК202+00.  
 

Jizzakh region, Package 1, Lot 3

Contractor — JV LLC “Me’yor Qurilish Asfalt” and LLC “2-Son MKK.”

Facility: Road 4N1238v “from 4R41 to Novka settlement,” km 0–5 (5.1 km), Bakhmal district.

— Stockpiling of SGM for the road base — 9,000 m³.  
 

Jizzakh region, Package 1, Lot 4

Contractor — LLC “New Tech Samarkand.”

Facility: Road 4N1226 “Qozoqovul settlement — Poultry Farms No. 1 and No. 2,” km 0– 7, Zafarabad district.

— Recycling (in-place) of existing pavement completed on ПК0+00–ПК35+00;

— Earthworks underway on ПК0+40–ПК21+00. 

Syrdarya region, Package 2, Lot 1

Contractor — JV “Nizomiddin Imkon Servis LLC – Dineshchandra R. Agrawal Infracon Private Limited.”

— Boyovut district, 4N650 “Shirin city — Shirin DFHU,” km 0–5 (km 2.8–5.0): on ПК28+00–ПК34+00 the unserviceable concrete pavement on the carriageway was demolished; on ПК34+00–ПК45+00 the roadbed profile is being corrected; on ПК40+00–ПК50+00 earthworks of 1,200 m³ were completed.

— Khavas district, 4K666 “Kahramon — Yangiyer — Paxtakor,” km 19–27: on ПК220+00–ПК270+00, 4,500 m² of unserviceable old asphalt concrete was milled; on ПК240+00–ПК270+00 earthworks of 1,200 m³ were completed.

— Pilot laying of CTB grade M75 using a recycler was performed on ПК261+30– ПК270+00 over 870 m. — Gulistan district, 4K651 “Beshbuloq — Chortok — Tatarkishlak — Qoratepa,” km 0– 10: earthworks of 300 m³ were completed on ПК90+00–ПК100+00.  
 

Syrdarya region, Package 2, Lot 2

Contractor — LLC “Romiton Trans Yo’l Qurilish.”

— Mirzaabad district, 4N652 “A373 — T. Akhmedov DHFU,” km 0–3: earthworks are in progress on ПК0+00–ПК10+00.

— Preparation of design-estimate documents and mobilization are underway.  
 

Syrdarya region, Package 2, Lot 3

Contractor — JV LLC “Me’yor Qurilish Asfalt” and LLC “2-Son MKK.”

— Saykhunabad district, 4N646 “Paxtakor SU — Namuna — Nurmatobod,” km 0–12: milling of unserviceable pavement on ПК0+00–ПК10+00, verification of working benchmarks and reference points, and geodetic works are in progress.

— 4K646 “Nurota — Sh. Rakhimov DHFU — Sultonov DHFU,” km 0–6: 3,000 m² of unserviceable pavement was milled on ПК0+00–ПК61+00; geodetic works are in progress.  
 

Remaining 11 regions (11 packages, 34 lots)

— Within the current year, tenders for construction works across the remaining 11 regions will be fully conducted and contractor selection finalized.

— On 10.07.2025, tenders for construction works in Tashkent region were announced on the ADB and Committee for Roads websites; technical proposals were opened on 09 September 2025; evaluation is ongoing.

— On 19.08.2025, tenders for construction works in Fergana region were announced on the ADB and Committee for Roads websites; opening of technical proposals is expected on 08 October 2025.

— Due Diligence reports are currently being prepared for Andijan and Namangan regions; tenders for construction works in these regions are planned to be announced in October 2025.

— Compliance reviews of the formed lists of internal roads with ADB requirements are being carried out in Surkhandarya, Kashkadarya and Navoi regions; tenders are planned to be announced in Q4 2025 in Surkhandarya and Kashkadarya regions. 

Disbursements in 2025

— Disbursement of loan funds in the amount of USD 55.0 million is planned; during January–September, USD 42.0 million have been disbursed (100% of plan).
