About the committee
State Committee for the roads of the Republic of Uzbekistan Decree of the President of the Republic of Uzbekistan dated February 14, 2017 No. PF 4954 "On measures to further improve the traffic management system" and To the Resolution of the President of the Republic of Uzbekistan dated February 14, 2017 PQ 2776 "On the organization of the activities of the State Committee for the roads of the Republic of Uzbekistan and the Republican Road Fund under the Cabinet of Ministers of the Republic of Uzbekistan" mainly composed of State Committee for the roads of the Republic of Uzbekistan in accordance with the Decree of the President of the Republic of Uzbekistan "On measures to fundamentally improve the system of state management in the field of transport" dated February 1, 2019 No. PF-5647 Transport of the Republic of Uzbekistan It was transferred to the Ministry of Transport under the name of the Committee for the roads under the Ministry of Transport.
Decree No. PF-5890 of December 9, 2019 of the President of the Republic of Uzbekistan "On measures to deeply reform the road management system of the Republic of Uzbekistan" and "On further improvement of the road management system "On measures" with the decisions No. PQ-4545 of December 9, 2019, the Committee for the roads under the Ministry of Transport of the Republic of Uzbekistan is a special authorized body in the field of highways, and a car in general use is the sole customer of works on design, construction, reconstruction, repair and operation of roads.
In addition to the duties provided for by the Law of the Republic of Uzbekistan "On Motorways", the committee was entrusted with the implementation of the following measures:
- maintenance and development of the network of public highways in an appropriate condition, increasing their carrying capacity, improving the quality of services provided to highway users, as well as road and roadside service facilities development coordination;
- development and implementation of projects in the field of road construction with the participation of international financial institutions and foreign government financial organizations, as well as with the involvement of donor funds;
- attract investment in the network, primarily foreign direct investment, and introduce alternative sources of financing, including public-private partnership mechanisms for the design, construction, reconstruction and repair of public highways search by reach;
- improvement of network management by introducing modern management systems, advanced foreign experience and innovative forms and methods of work organization in accordance with international standards;
- ensuring compliance with regulatory documents and requirements in the technical regulation of the field of road construction, road construction materials, products and constructions;
- organization of rational and efficient use of land plots in designated areas of public highways;
- introduction of modern digital automated systems of traffic management.
According to the Charter of the Committee for the roads, approved by the Cabinet of Ministers' decision No. 295 dated May 19, 2020, the following are the main tasks of the Committee:
- to carry out a unified technical policy in the field of highways;
- development and implementation of state programs for the development of highways;
- determining prospects for the development and improvement of highway networks;
- formation of international transit corridors of public highways;
- organization of complex solution of issues of financing, design, construction, repair and use of highways and organization of effective activity of customer service;
- control over the quality of construction, reconstruction, repair and maintenance of highways;
- coordination of work to ensure the maintenance of the existing network of inter-farm rural highways, streets of cities, urban settlements, villages and farms;
- organization of research and development works, introduction of innovative technologies and modern standards in the field of design, construction, reconstruction, repair and maintenance of public highways;
- training, retraining and upgrading of personnel in the field of highways, including training and practical courses and seminars abroad;
- carrying out a unified state policy on the formation and implementation of modern approaches to the regional architectural-artistic structure and landscape design of highways, highways organization of the greening of adjacent areas;
- ensuring compliance with norms and standards in the field of highway design;
- implementation of international cooperation in the field of road management.
