INFORMATION on the project “Reconstruction of 5-70 km of the 4R105 Darband-Boysun-Elbayon highway” and 128-174 km of the 4P100 Manguzor-Jarkurgan-Bandikhon-Altinsai-Denau highway (“Surkhandarya”) with the participation of the Asian Development Bank
I. PROJECT DETAILS
The project is being implemented in accordance with the decision of the President of the Republic of Uzbekistan dated April 4, 2022 “On measures for the implementation of highway reconstruction projects with the participation of the Asian Development Bank” No. PQ-189.
On March 25, 2022, a loan agreement No. 4174-UZB was signed between the Republic of Uzbekistan and the Asian Development Bank (ADB) for a period until June 30, 2027. On April 13, 2022, a project agreement was signed between ADB and Committee for Roads. On April 22, 2022, the Ministry of Justice received legal opinion No. 16/03-6/8021 on the loan agreement, which entered into force on April 27, 2022.
1. The aim of the project:
5-70 km of the 4R105 Darband-Boysun-Elbayon highway and 128-174 km of the 4P100 Manguzor-Jarkurgan-Bandikhon-Altynsai-Denau highway by reconstructing non-residential parts with a 2-lane cement concrete pavement:
- ensuring the growth of transit cargo transportation across the country and the volume of export-import cargo transportation;
- ensuring guaranteed safe movement in difficult weather conditions;
- improve the capacity of the highway by increasing the axle load by 13 tons;
- ensuring the maximum speed of the vehicle;
- improving road safety by increasing available turning radii and improving roads;
- increase in capacity reserves in the main directions of freight and passenger transportation by 4 times;
- reducing accident rates by 10-30%, increasing the level of safety of infrastructure facilities along the road;
- construction of modern checkpoints equipped with special automated measuring instruments that record the parameters of the mass and dimensions of vehicles (capable of determining the weight of each bullet), etc.
The total capacity of the project is 107,924 km and will be divided into 3 lots as shown below:
Lot 1: Reconstruction of section 5-37.5 km of highway 4Р105 "Darband-Boysun-Elbayon" - 31,158 km;
Lot 2: reconstruction of section 37.5-70 km of highway 4Р105 “Darband-Boysun-Elbayon” - 31,598 km;
3-Lot: Reconstruction of the section 128-174 km of the 4P100 highway “Manguzor-Jarkurgan-Bandikhon-Altynsai-Denau” - 45,168 km.
A separate contract is concluded for each lot.
2. Total cost of the project:
227.3 million US dollars, of which:
ADB loan funds – US$183.8 million and
The share of the Republic of Uzbekistan is 43.5 million US dollars.
3. Main technical and economic indicators of the project:
The 5-70 km section of the 4R105 “Darband-Boysun-Elbayon” highway starts from the 5th km of the road and passes through the mountainous areas of the Boysun district of the Surkhandarya region. Section 128-174 km of the 4P100 highway “Manguzor-Zharkurgan-Bandikhon-Oltinsoy-Denov” starts from the 126th km of the road and runs through the rain-fed lands of Kumkurgan, Altinsai and Denau districts of Surkhandarya region. According to the project, the length of the reconstructed section of the 4P100 highway is 45,168 km, the length of the reconstructed section of the 4R105 highway is 62,756 km. Road categories are II and Ib, the width of a 2-lane road is 15 m, the width of a 4-lane road is 23.7 m, 30.95 m and 34.45 m in appropriate places. The width of the road strip is 3.75 m.

II. STATUS OF WORK PERFORMED UNDER THE PROJECT
Civil works on the project began on February 12, 2023, and to date (as of september 28, 2025) 58.1 million have been paid to the Contractor. Funds were paid in the amount of US dollars, of which 22.1 million US dollars. are advance payments. Today, the contractor uses more than 137 machines and special equipment, more than 300 foreign and local specialists and workers at the construction site. In addition, the engineering consulting organization involved 49 specialists in the project, including 14 international key specialists, as well as 18 national key specialists and 17 non-key specialists.
Currently, the contracting organization is carrying out dismantling and excavation work, relocating engineering (drinking water supply, communications, electricity, etc.) networks and storing materials for the construction of the road base.
To date, the contractor has completed the following work:
- 72.76 km (68 per cent) of earthworks;
- 59.03 km (55 per cent) was paved with a 33 cm thick road base course of coarse gravel mix;
- 42.57 km (40 per cent) was paved with a 20 cm thick medium road base layer with 30 per cent flint added to the coarse gravel mix;;
- 36.42 km (34 per cent) was paved with an 18-cm thick top course of M-75 cement concrete mix (CTB).
- 32.76 km (30 per cent) was paved with a 27 cm thick cement concrete pavement (M-400);
As of 28.09.2025, the project has disbursed funds of US$ 111.8 million.
In addition, individual consultants included in the project components, national experts in environmental, gender, resettlement and external monitoring, international experts in contract management and concrete pavements, as well as organizations providing external financial and internal audit consulting services, are conducting related work on basis of their contracts.

IV. INFORMATION ABOUT TENDERS AND OPEN COMPETITIONS
(i) Consulting services for construction supervision
To select a consulting organization to carry out technical supervision of construction under the project, on August 31, 2021, express interest on the website of the Committee for Roads of the Republic of Uzbekistan, in the Consulting Services Notification (CSRN) in the Consultants Management. System (CMS) ADB, and in the newspaper “Birzha” (REOI). Expressions of interest were received from 34 consulting organizations by the deadline for submission of proposals through the Consultant Management System (CMS) on the official ADB website, i.e. September 30, 2021. Expressions of interest were assessed by the working group in the prescribed manner, a shortlist of 8 consulting organizations was formed and requests for proposals (RFPs) were sent to these 8 consulting organizations on December 22, 2021. According to requirements, received from 5 consulting organizations, the deadline for submitting proposals has been postponed from February 7, 2022 to February 14, 2022 at 15:00. By the end of the period, proposals had been received from 7 participants, and the technical part of the proposals had been revealed. After evaluating the technical proposals in the manner established by the working group, the corresponding technical report was approved by the Industry Procurement Commission on July 20, 2022 and approved by ADB on August 5, 2022. Based on this, on August 11, 2022, financial proposals from 7 consulting organizations were opened. The financial proposals were evaluated in the manner established by the working group, and the evaluation results were approved by the Industry Procurement Commission on August 18, 2022 and approved by ADB on August 23, 2022. Based on the results of the competition, Dongsung Engineering Co., Ltd. and Meinhardt Pte. Ltd. (Korea-Singapore) was declared the winning bidder with a financial bid of US$4,041,210, and the corresponding contract between the parties was signed on October 24, 2022. This contract was registered on November 22, 2022 with the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan under number K0622372.
(ii) Civil works
Tenders were announced on September 9, 2021 on the official websites of the Committee for Roadsof the Republic of Uzbekistan and the ADB, as well as in the newspaper “Birzha” in order to select contractors who will perform civil works under the project. project. According to the requirements of the majority of participants, the deadline for accepting the proposal was extended 2 times in accordance with the established procedure, i.e. the first time from November 8, 2021 to November 30, 2021 at 15:00 and the second time from November 30, 2021 to December 6, 2021 at 15:00. Tender documents were purchased by 50 organizations. By the deadline, 24 applications were received from 10 applicants for various Lots. As specified, at 15:00 on December 6, 2021, the technical parts of the tender proposals received under the leadership of the Industry Procurement Commission were opened, and a working group was formed to evaluate them. The technical part of the proposals was studied by the working group in accordance with the established procedure and a corresponding report was prepared. The results of this assessment were approved by the Industry Procurement Commission on March 24, 2022 and approved by ADB on July 14, 2022. Based on this, on July 20, 2022, the financial part of the proposals of 3 participants whose technical proposals meet the established requirements was opened. These financial proposals were evaluated in the manner established by the working group, and the results of the evaluation were approved by the Industry Procurement Commission on August 11, 2022 and approved by ADB on September 8, 2022. Based on the results of the tender, the Open Joint Stock Company of the Republic of Azerbaijan “Lankaran Road Construction” was declared the winner with the following financial proposals for 3 Lots:

Negotiations on contracts between the parties were completed, and contracts for the corresponding 3 lots were signed on October 6, 2022. These contracts were registered with the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan on October 31, 2022 under numbers K0622350, K0622351 and K0622352.
(iii) Individual and other consulting services
As part of the project, on April 22, 2022, a national competition for specialists in ecology and resettlement was announced on the website of the Committee for Roads of the Republic of Uzbekistan and in the Consultant Engagement Notice (CSRN) in the Consultant Management System. (CMS) ADB. Expressions of interest were received from 9 individual environmental consultants by the end of the period, i.e. 22 May 2022. Expressions of interest were assessed in due course, and the results of the assessment were approved by ADB on July 6, 2022. Based on the assessment results, Jurabekov Shodiyor was recognized as the most suitable specialist, with whom a contract was signed on July 8, 2022.
Also, by 22 May 2022, expressions of interest had been received from five individual resettlement consultants. The expressions of interest were evaluated in accordance with established procedures, and on 4 August 2022, the evaluation results were approved by the ADB. Based on the evaluation results, Akbarjon Hamraliev was recognised as the most qualified specialist meeting the established requirements, and a contract was signed with him on 5 August 2022. In September 2024, the contract with Akbarjon Hamraliev was terminated due to his inability to continue working for health reasons. Following a tender held in October, Furkat Olimov was selected as the winner. The resettlement specialist was approved by the ADB on 6 December 2024, and his contract was signed on 13 December.
In order to select a national expert for external monitoring in accordance with the requirements set out in the project, the deadline for submitting expressions of interest is June 10, 2022, on the website of the Committee for Roads of the Republic of Uzbekistan and in the ADB Consultant Engagement Notification (CSRN) in the Consultant Management System (CMS) 2022 Announcements were made on July 10th. Due to interest expressed by only one consultant, the deadline was extended twice: first to July 10, 2022, and again to August 1, 2022. A total of 2 consultants expressed interest. Expressions of interest were duly assessed and the results were approved by ADB on August 29, 2022. Based on the results of the assessment, Ekaterina Royka was recognized as the most suitable specialist for the given requirements,
In order to select a national expert on gender issues included in the project components, on October 6, 2022 on the website of the Committee for Roads of the Republic of Uzbekistan, in the Consultant Engagement Notice (CSRN) of ADB in the Management System Consultant (CMS), as well as on the electronic portal “Tender Week” Relevant announcements have been posted with a submission deadline of November 7, 2022. Expressions of interest from 3 individual consultants were received by the end of the period and assessed in due course, and the results were approved by ADB on December 5, 2022. Based on the results of Mirzaeva’s assessment, Shakhnoza was recognized as the most suitable specialist for the given requirements, and after lengthy negotiations with her, a contract was signed on April 11, 2023.
In addition, on October 14, 2022, on the official website of the Committee for Roads of the Republic of Uzbekistan, in the Consultant Engagement Notice (CSRN) in the ADB Consultant Management System (CMS), as well as in the electronic “Tender Week” "October 14, 2022. On the portal there were relevant announcements have been posted with the deadline for submitting expressions of interest on November 18, 2022. Before the end of the period, 5 organizations received expressions of interest. After evaluating expressions of interest in the prescribed manner, a shortlist of 4 organizations was formed, which was approved by ADB on January 23, 2023. Requests for proposals (RFP) were sent to these 4 organizations on January 25, 2023. As specified, until February 15, 2023, before 15:00, proposals were received from 4 organizations and the technical part of the proposals was opened. After assessing the technical part of the proposals in the prescribed manner, the assessment results were approved by ADB on March 29, 2023. Based on the assessment results, the financial proposals of 3 organizations were opened on March 31, 2023. The financial proposals were assessed in accordance with the established procedure, and the results of the assessment were evaluated by ADB on April 21, 2023. Based on the results of the assessment, TSIAR-FINANCE LLC was recognized as the winner with a financial proposal in the amount of $31,020, and on May 3, 2023, a corresponding agreement was concluded with the audit organization.
To hire an international concrete pavement specialist, November 8, 2022 is the deadline for submitting expressions of interest on the official website of the Committee for Roads of the Republic of Uzbekistan, in the Consulting Services Notification (CSRN) of ADB. in the Consultant Management System (CMS) and on the Tender week e-portal. Posted December 23, 2022. Expressions of interest were received from 13 experts before the deadline. After these experts were duly assessed, the assessment results were sent to ADB for review on February 8, 2023. It was approved by ADB on April 19, 2023, after the objections and deficiencies reported by ADB were duly addressed. Based on the assessment results, Ramesh Chand Vishwakarma from India was recognized as the most suitable specialist,
On November 28, 2022, on the issue of selecting a consulting organization providing internal audit services, submit notices of interest on the official website of the Committee for Roads of the Republic of Uzbekistan, in the Notice of Engagement of Consulting Services (CSNS) ADB in the Consultant Management System (CMS) and on the electronic portal " Tender Week" Relevant announcements have been posted with the deadline for submitting applications until December 28, 2022. By the end of period 4, organizations had received expressions of interest. After evaluating expressions of interest in the prescribed manner, a shortlist of 2 organizations was formed, which was approved by ADB on February 22, 2023. As planned, technical proposals from 2 organizations were opened on March 17, 2023. Technical proposals were duly assessed and approved by ADB on April 19, 2023. On April 25, 2023, the financial proposals of these two organizations were opened and evaluated. Based on the results of the assessment, on May 22, 2023, a corresponding contract was concluded with PKF MAK ALLIANCE LLC in the amount of $44,620.
Also, in order to hire an international specialist in contract management, on March 18, 2023, on the official website of the Committee for Roads of the Republic of Uzbekistan, on the Consulting Services Notification (CSRN) of the ADB in the Consultant Management System (CMS), and on the electronic portal “Tender Week” the relevant announcements with application deadline April 17, 2023. By the end of the deadline, 42 experts had received expressions of interest. These experts were duly assessed, the results of which were approved by ADB on July 19, 2023. Based on the assessment results, Shambhu K.S. was recognized as the most suitable specialist for contract management. from Nepal, with whom a corresponding contract was signed on July 27, 2023.
V. INFORMATION ON CONSTRUCTION OF INTERNAL ROADS WITH CEMENT-CONCRETE PAVEMENT AT THE EXPENSE OF SAVED FUNDS UNDER THE PROJECT
In order to ensure the implementation of the Decree of the President of the Republic of Uzbekistan dated May 18, 2022 № PD-249 "On measures to expand the network of highways with cement-concrete pavement" In accordance with the Decree of December 27, 2022 DCM-723 of the Cabinet of Ministers of the Republic of Uzbekistan "On attracting funds from international financial institutions to expand the network of highways with cement-concrete pavement" it is planned to build internal roads with cement-concrete pavement from the funds saved in the framework of projects implemented with the participation of the international financial institutions.
In accordance with the Decrees, direct contracts worth $9.2 million were concluded with the contractor “LANKARAN YOL TIKINTI” OJSC on March 1, 2024 for construction of 52.9 km of internal roads with cement-concrete pavement in Surkhandarya region, and on February 29, 2024 with Dongsung Engineering Co., Ltd. and Meinhardt Pte Ltd.
The contracts have been agreed with the Asian Development Bank and registered with the Ministry of Investment, Industry and Trade of the Republic of Uzbekistan.
