- Detailed information about the project:
The project Resolution of the President -2583 of the President of the Republic of Uzbekistan dated September 9,2016 «On measures for the implementation of the reconstruction project of the 228-315 km (87 km) section of the A-380 Guzor-Bukhara-Nukus-Beyneu highway" with the participation of the Asian Development Bank is being implemented on the basis of decision No. The feasibility study of the project was optimized by the decree of the President of the Republic of Uzbekistan No. Resolution of the President dated April 4, 2019. Also, since the term of the loan agreement No. 3355-UZB signed within the framework of the project ends on August 23, 2021, according to the decree of the President of the Republic of Uzbekistan No. Resolution of the President -189 dated April 4, 2022, this project is the project «Development of regional highways of Surkhandarya region» with the participation of the Asian Development Bank. On March 25, 2022, a new Loan Agreement No. 4174-UZB was signed between the Government of the Republic of Uzbekistan and the Asian Development Bank. Development Bank. This loan agreement provides for financing of the project «Reconstruction of the 228-315 km section of the A-380 Guzor-Bukhara-Nukus-Beineu highway».
The A-380 «Guzor-Bukhara-Nukus-Beyneu highway» is considered part of the international transport route E-40 in Uzbekistan, providing access to European countries, Ukraine, Russia and Kazakhstan, connecting with the trans-Afghan transport route through
Uzbekistan. This highway passes through the territory of the Republic of Karakalpakstan, Khorezm, Bukhara and Kashkadarya regions and provides interstate and interregional communications. The highway, in turn, is an important international route connecting the international highways M-37 «Samarkand-Bukhara-Olot» and M-39 «Almaty-Tashkent-Termez», and is also the northern component of the trans-Afghan transport route. With the participation of the Asian Development Bank, work is underway on the reconstruction of the 228-315 km (87 km) section of the A-380 «Guzor-Bukhara-Nukus-Beyneu» highway passing through the Bukhara region. The project is an 87 km long highway.
Reconstruction of the road with a 4-lane cement concrete pavement is planned, taking into account the increase in the bearing capacity of the coating to 13 tons. Project implementation period: 2020-2024. The project area is located in the Bukhara region.
The total cost of the project is 184.8 million US dollars.:
- Credit funds of the Asian Development Bank –131.0 million US dollars;
- Share of the Republic of Uzbekistan – 53,8 million US dollars.

3. Status of works performed within the project:
Dohwa Engineering Co., Ltd., a consulting company that carries out technical supervision in construction. On July 27, 2020, a "Notice of Commencement of Work» was sent to the contractor company «China Railway 20 Bureau Group Corporation», and the construction period was set for July 27, 2023 (excluding the warranty period).
In practice, construction work at the facility is carried out by CR20BGC, which started in September 2020.
To date, China Railway 20 Bureau Group Corporation has delivered to the facility
3 complexes of concrete plants, 2 plants for the production of cement concrete of the M400 brand and 2 plants for the production of concrete of the M75 brand on km 249 have been installed..
To date, the contractor China Railway 20 Bureau Group Corporation has:
- built a 4-lane section with a total length of 87 km (100%) with cement concrete pavement (M400).
- the facility is designed to reconstruct 16 medium and small bridges, of which 100% of the work has been completed.
- 57 km of metal fences have been fully installed (100%);
- construction of 32 km of pedestrian path has been completed (100%);
- the total length of the shoulder is 238.2 km, of which 238 km have been fully laid. (100%);
- planting of 13,410 trees and shrubs according to the improvement project has been completed (100%);
- 574 km of road markings have been carried out (100%);
- 9 bus stops have been built (100%);
- 45 interchanges were built (100%);
- 848 road signs were installed (100%);
On August 1, 2024, the facility was transferred to the Working Commission.
On March 6.2025, the Cabinet of Ministers of the Republic of Uzbekistan issued Order No. 132-F on approving the composition of the state acceptance committee for the commissioning of the completed facility within the framework of the project for the reconstruction of the A-380 Guzar-Bukhara-Nukus-Beyneu highway on section 228-315 (87 km) with the participation of ADB.
Work is currently underway to prepare and approve the act of the State Acceptance Commission on the acceptance of the facility into operation.
